Mr. Vo Van Hoang (name changed by the character) said that in the context of implementing the 2-level local government model, the workload at the commune level is increasing, especially for the team of professional civil servants. However, the current rank is mainly associated with leadership positions, so it is not really reasonable.
According to Mr. Hoang, many civil servants who have held the specialist rank for more than 10 years, with a master's degree, are still ranked in the same rank as those who only have a university degree due to current regulations.
Therefore, he proposed to research and adjust the mechanism for ranking principal specialist ranks for civil servants with high professional qualifications to ensure commensurate with their capacity and training level, and at the same time contribute to attracting and retaining high-quality human resources in the public sector.
Regarding Mr. Hoang's reflection and recommendation, the Ministry of Home Affairs has responded on the Electronic Information Portal.
According to the Ministry of Home Affairs, the 2025 Law on Cadres and Civil Servants and Decree No. 361/2025/ND-CP dated December 31, 2025 of the Government do not stipulate the ranking of civil servant ranks according to job positions based on professional qualifications.
Attracting talented people to work in the public sector is implemented according to Decree No. 179/2024/ND-CP dated December 31, 2024 of the Government stipulating policies on attracting and valuing talented people to work in agencies, organizations, and units of the Communist Party of Vietnam, the State, the Vietnam Fatherland Front and socio-political organizations.
Based on the provisions of Article 67 of Decree No. 170/2025/ND-CP dated June 30, 2025 of the Government regulating the recruitment, use and management of civil servants, it is requested that you exchange with the civil servant management agency where you work for consideration and guidance" - the Ministry of Home Affairs said.
