Mr. Pho Van Binh (character's name has been changed) said that from July 1, 2025, he will be assigned to work as a support worker for the Party Committee and hold the position of Deputy Secretary of the Commune Youth Union.
However, he is wondering whether he will be entitled to the staff reduction policy according to the provisions of Decree No. 154/2025/ND-CP of the Government if he is not elected as Deputy Secretary and leaves work before May 31, 2026.
Regarding Mr. Binh's reflection and recommendation on the staff streamlining policy, the Ministry of Home Affairs responded on the Electronic Information Portal.
According to the provisions of Decree No. 154/2025/ND-CP dated June 15, 2025 of the Government, the authority to determine subjects and decide to approve the settlement of staff streamlining has been delegated to the heads of agencies, organizations, units and Chairmen of provincial People's Committees.
This Decree also clearly states that non-professional workers at the commune level who have not reached the retirement age as prescribed in Appendix I and Appendix II issued with Decree No. 135/2020/ND-CP (excluding the subjects specified in Clause 2 of this Article) are entitled to the following benefits:
For those who have worked for less than 5 years, they will enjoy the following benefits:
Receive a one-time allowance equal to 0.8 times the current monthly allowance multiplied by the number of months of work.
Receive a subsidy equal to 1.5 times the current monthly allowance for each year of work.
Receive a subsidy of 3 months of current monthly allowance to find a job.
Receive a period of compulsory social insurance payment or receive one-time social insurance according to the provisions of the law on social insurance.
The Ministry of Home Affairs also requests citizens to provide complete personal information and send it to local authorities or competent authorities for consideration and response according to regulations.
