New regulations on grading and evaluating civil servants from July 1st

The Government issued Decree No. 233/2026/ND-CP regulating the evaluation and classification of quality for public non-business units and public employees.

The evaluation and classification of the quality of public non-business units (DVSNCL) and public employees must be based on the criteria framework specified in this Decree and specific criteria issued by competent agencies, organizations, and units.

The evaluation and classification of the quality of public employees and public employees must be linked to the functions, tasks, goals, work plans and assigned tasks of the unit; combining qualitative criteria and quantitative criteria, focusing on the results of task implementation.

The quality classification level of civil servants is regulated as follows:

1. Excellently complete tasks: Achieving 90 points or more.

2. Successfully complete tasks: Achieving from 70 points to below 90 points.

3. Completion of tasks: Achieving from 50 points to below 70 points.

4. Failure to complete tasks in one of the following cases:

- Have tracking and evaluation results of the year below 50 points;

- Being concluded by competent authorities to have manifestations of degradation in political ideology, morality, lifestyle, "self-evolution", "self-transformation"; violating things that party members are not allowed to do; violating the responsibility of setting an example, adversely affecting the prestige of themselves and the agency or unit where they work;

- Having violations related to performing tasks that were disciplined in the form of reprimand or higher in the evaluation year;

- Organizations and units under the authority to be directly in charge and managed related to embezzlement, corruption, wastefulness and being handled according to the provisions of law (for management officials).

In case individual management officials have proactively detected, reported and directed timely handling, and overcome the consequences, the competent authority shall base on the circumstances, nature, behavior, level of violation, consequences, causes and other related factors to consider, evaluate, and classify to ensure objectivity, caution, comprehensiveness and be responsible for their decisions according to decentralization.

5. The employee monitoring and evaluation score of the year is determined based on the employee monitoring and evaluation score monthly or quarterly, as a basis for ranking the quality of employees.

The determination of scores for each criterion specified in Article 10 and Article 11 of this Decree shall be carried out according to the evaluation regulations of the unit issued by the head of the public non-business unit.

The Decree stipulates that the percentage of public employees classified as "Excellently completing tasks" does not exceed 20% of the total number of public employees classified as "Goodly completing tasks" within the same agency, unit and in each group of public employees with similar tasks.

In case DNVCL has excellent and outstanding achievements, creating positive changes, exceeding the plan for assigned tasks, bringing value and practical efficiency and being recognized by competent authorities as a "Excellently completed task" unit, DNVCL decides that the rate of employees who excellently complete tasks is higher than the regulations in point a mentioned above but does not exceed 25% of the total number of employees ranked as "Goodly completed tasks".

The quality classification level of the head is not higher than the quality classification level of the unit.

The Decree takes effect from July 1, 2026.
