This content is stated in Resolution 168/NQ-CP dated June 27, 2026 of the Government on updating growth scenarios and key solutions in the remaining quarters to implement the 2026 growth target striving from 10% or more associated with maintaining macroeconomic stability.

Focus on general review of the legal system; submit to the National Assembly 17 draft Laws and Ordinances at the August 2026 Session and about 30 draft Laws and Ordinances at the October 2026 Session; accelerate the development and promulgation of documents detailing and guiding the implementation of laws and resolutions, not allowing legal "gaps" to arise.
Complete digital infrastructure, build data and manage, operate, and interconnect; build and operate the capacity framework for commune and ward officials; KPI Ministry evaluates officials, implements salary and income payment according to the results of official evaluation.
Complete planning work, create space, and new development driving zones from strategic and key infrastructure projects.
The Ministry of Home Affairs and localities monitor and grasp the labor and employment situation, forecast labor demand by region and sector; have appropriate regulation plans, coordination mechanisms, connections, rapid training and labor attraction to ensure human resources, especially for public investment projects and key projects, avoiding human resource shortages that slow down disbursement and project construction progress and prevent localized labor supply and demand imbalances.
The Ministry of Home Affairs should study adjusting accordingly the regulations on issuing work permits (for foreigners to work in Vietnam and Vietnamese people to work abroad) to meet domestic labor demand, serving double-digit growth.
The Ministry of Finance coordinates with the Vietnam Chamber of Commerce and Industry to monitor the implementation of enterprises' commitments to expand investment when difficulties and obstacles of enterprises have been resolved by competent authorities.
