The Government has just issued Decree No. 244/2026/ND-CP detailing the pronouncement and provision of information to the press by state administrative agencies.
The Decree stipulates 5 forms of speaking and providing information to the press, including:
1. Organize a press conference (live or online).
2. Posting the content of statements and providing information on the Electronic Information Portal, electronic information page, page, channel, account on social networks or official digital platform of state administrative agencies.
Pages, channels, and accounts on the official social network of state administrative agencies must be announced on the Electronic Information Portal or the Electronic Information Page of state administrative agencies.
3. Make direct statements or answer press interviews.
4. Send a press release, the content of the reply is in writing or by email.
5. Providing information through direct exchange or at press briefings organized by the Central Propaganda and Mass Mobilization Committee, the Ministry of Culture, Sports and Tourism and the Vietnam Journalists Association at the central level; the Provincial Party Committee Propaganda and Mass Mobilization Committee, specialized agencies on culture under the Provincial People's Committee and the Provincial and City Journalists Association organized at the local level when requested.
Regarding periodic information provision, Decree No. 244/2026/ND-CP clearly states:
1. The Minister, Chairman of the Government Office shall preside over and coordinate with the Minister, Head of a ministerial-level agency, Chairman of the Provincial People's Committee to organize information provision to the press periodically once a month on the activities and direction and administration of the Government and the Prime Minister in the form of press conferences, sending press releases, answering press interviews and posting on the Government Electronic Information Portal.
The Government Department of Information and Communications is responsible for updating information on current regulations to provide timely and accurate official information to press agencies nationwide.
2. Ministries, ministerial-level agencies, and provincial-level People's Committees organize to provide information to the press on the operational situation, task performance results, and issues of public concern in the fields and localities under their management, as follows:
- Monthly providing information to the press and updating information on the Electronic Information Portal or Electronic Information Page of agencies according to the Government's regulations on providing information and online public services on the Electronic Information Page or Electronic Information Page of state administrative agencies; pages, channels, accounts on social networks or official digital platforms of state administrative agencies;
- Organize press conferences at least once every 3 months to provide information to the press;
- Organizations providing information to the press in writing or in the forms specified above;
- Provide timely and accurate information for posting and broadcasting on the Government Electronic Information Portal according to regulations...
Press agencies, journalists, and reporters are responsible for publishing, broadcasting, and reflecting truthfully, objectively, and fully the content of information provided by the spokesperson, when switching to another language, it must be in accordance with international professional terms and not change the nature of the original information; and must clearly state the full name of the spokesperson and the name of the state administrative agency.
Press agencies that publish and broadcast the correct information content provided by the spokesperson are not responsible for that information content.
Press agencies must publish and disseminate feedback from the spokesperson and make corrections and apologies according to legal regulations for inaccurate and untrue content posted.
This Decree takes effect from July 1, 2026.
