On May 21, information from the Department of Home Affairs of Nghe An province said that it had just submitted to the Provincial People's Committee a draft guidance on principles and plans for arranging and assigning cadres, civil servants and workers at district-level public service units after merging administrative units according to the two-level local government model.
According to the instructions, for public schools and commune health stations, the number of staff, civil servants and employees will be kept unchanged and transferred to the commune-level People's Committee for management. Vocational education - continuing education centers will be transferred to the Department of Education and Training for management and reorganization into clusters between communes and wards.

For district-level public service units reorganized into units under the People's Committees at the commune level, the number of existing civil servants will be allocated equally to the new communes and wards. In case of surplus, priority will be given to allocating more to communes and wards with larger areas, each unit will have 1 more person until the balance is exhausted.
For district-level public service units that merge with provincial-level units (to form branches operating in inter-commune and ward areas), the number of existing civil servants will be transferred to new units according to regulations. The number of positions assigned corresponds to the number of civil servants transferred.
Within 10 days from the arrangement orientation, the People's Committee of the district, related departments and the Management Board of the Civil - Industrial Construction Investment Project must develop a project on reorganizing district -level non -business units, which clearly stated the plan of personnel arrangement and sent to the Department of Home Affairs to appraise and submit to the Provincial People's Committee for decision.
The Department of Home Affairs also requested the Provincial People's Committee to organize a meeting with relevant localities and sectors to agree on a plan to reorganize district-level public service units before May 30, 2025.
