According to the expected headquarters of communes and wards, after merging in Quang Ninh province, the headquarters of the government and Party Committee of district -level units are now reserved for new communes and wards nearby.
However, the headquarters of the City Party Committee, People's Council, and People's Committee of Ha Long City were not arranged to be the headquarters for any new communes or wards after the merger.
The headquarters of the Ha Long City Party Committee and People's Committee is located in Hong Gai ward. Meanwhile, the new Hong Gai ward was established on the basis of merging 3 wards: Hong Gai, Bach Dang and Tran Hung Dao ward. Location of the working headquarters: Current headquarters of the Party Committee, People's Council, and People's Committee of Tran Hung Dao Ward.
It is known that the headquarters of the City Party Committee, People's Council, and People's Committee of Ha Long City will be initially managed by Quang Ninh province.
In addition to Ha Long City, there are also headquarters of the district Party Committee, People's Council, and People's Committee of Hai Ha, which were not arranged as headquarters of the new commune-level administrative unit after the merger. Hai Ha district is also the only district-level unit in Quang Ninh that did not name the district for the new commune-level administrative unit to keep the district name.
11 communes and towns of Hai Ha district were merged into 4 communal administrative units, including: Cai Chien commune, based in Cai Chien commune today; Quang Ha commune, headquartered in Quang Ha town; Duong Hoa commune, headquarters located in Quang Long commune; Quang Duc commune, headquartered in Quang Thanh commune today.
The headquarters of the Party Committee, People's Council, People's Committee of districts, towns and cities of Quang Ninh are expected to be arranged for the new commune-level administrative units as follows:
In Dong Trieu City:
Dong Trieu ward was established on the basis of merging 5 commune-level administrative units, including: Thuy An ward, Nguyen Hue commune, Hung Dao ward, Hong Phong ward and a part of the natural area of 6.31 km2 of Duc Chinh ward (the remaining part). Location of the working headquarters: Current headquarters of the City Party Committee, People's Council, and People's Committee of Dong Trieu City.
In Uong Bi City:
Establish Uong Bi ward on the basis of merging 3 commune-level administrative units, including: Quang Trung ward, Thanh Son ward, Yen Thanh ward and part of the natural area of 11.63 km2 of Trung Vuong ward. Location of the working headquarters: Current headquarters of the City Party Committee, People's Council, and People's Committee of Uong Bi City.
In Quang Yen town:
Establish Quang Yen ward on the basis of merging 3 commune-level administrative units, including: Quang Yen ward, Yen Giang ward and Tien An commune. Location of the working headquarters: Current headquarters of the People's Council and People's Committee of Quang Yen town.
In Cam Pha City:
Establish Cam Pha ward on the basis of merging 5 commune-level administrative units, including: Cam Trung ward, Cam Thanh ward, Cam Binh ward, Cam Tay ward, Cam Dong ward. Location of the working headquarters: Current headquarters of the City Party Committee, People's Council, and People's Committee of Cam Pha City.
In Tien Yen district:
Establishing Tien Yen commune on the basis of entering the status quo of 3 communal administrative units, including: Phong Du commune, Tien Lang commune, Tien Yen town and a natural area of 17.18 km2 of Yen Than commune, a natural area of 4.41 km2 of Dai Duc commune, a natural area of 0.43 km2 of Vo Do commune (Binh Lieu district). Place of office location: District Party Committee, People's Council, People's Committee of Tien Yen District today.
In Ba Che district:
Establish Ba Che commune on the basis of merging 4 commune-level administrative units, including: Ba Che town, Thanh Son commune, Nam Son commune, Don Dac commune and a part of the natural area of 0.2 km2 of Hai Lang commune, Tien Yen district (the remaining part). Location of the office: Current Ba Che District Party Committee Headquarters.
In Dam Ha district:
Establish Dam Ha commune on the basis of merging 5 commune-level administrative units, including: Dam Ha commune, Tan Binh commune, Dai Binh commune, Tan Lap commune and Dam Ha town. Location of the working headquarters: Current headquarters of the District Party Committee, People's Council, and People's Committee of Dam Ha district.
In Binh Lieu district:
Establish Binh Lieu commune on the basis of merging 3 commune-level administrative units, including: Binh Lieu town, Huc Dong commune and a part of the natural area of 130.32 km2 of Vo Ngai commune (the remaining part). Location of the working headquarters: Current headquarters of the District Party Committee, People's Council, and People's Committee of Binh Lieu district.
In Mong Cai City:
Establish Mong Cai special zone on the basis of transferring the status quo of 12 communes and wards, including: Binh Ngoc, Tra Co, Hai Xuan, Hai Yen, Tran Phu, Hai Hoa, Ka Long, Ninh Duong, Van Ninh, Hai Dong, Vinh Thuc island commune, Vinh Trung island commune. Location of the working headquarters: Current Mong Cai City Party Committee, People's Council, People's Committee.
In case the Mong Cai special zone is not established, 12 communes and wards of Mong Cai city will be arranged into 4 administrative units. In which, Mong Cai 1 ward was established on the basis of merging 5 commune-level administrative units, including: Tran Phu ward, Hai Hoa ward, Binh Ngoc ward, Tra Co ward and Hai Xuan commune. Location of the working headquarters: Current headquarters of the City Party Committee, People's Council, and People's Committee of Mong Cai City.
In Van Don district:
Establish Van Don special zone on the basis of converting 12 communes and towns of Van Don island district to the status quo. Location of the working headquarters: Current headquarters of the District Party Committee, People's Council, and People's Committee of Van Don district.
In Co To district:
Establish Co To special zone on the basis of converting 3 communes and towns of Co To island district to the status quo. Location of the working headquarters: Current headquarters of the District Party Committee, People's Council, and People's Committee of Co To district.
