According to the Summary Report on the situation and results of Party building organization work in the first 6 months of 2026 of the Central Organization Committee, as of June 2026, the entire political system has 446,300 civil servants, of which the number of local civil servants is 328,106, and the Central level is 118,194.
The Central Organization Committee has advised on solutions to improve the quality of grassroots cadres; on building a cadre contingent in the spirit of the Resolution of the 14th Party Congress.
The entire sector advised to complete the evaluation of leadership and management cadres in the first quarter, and deploy the evaluation in the second quarter of 2026; in which many localities proactively innovated the method of evaluating cadres according to OKR (key objectives and results), KPI (efficiency measurement index).
Focusing on advising on the implementation of tasks for the "Year of Grassroots Cadres", 100% of Party committee organizing committees at all levels completed advising on the promulgation of Resolutions on solutions to improve the quality of grassroots-level cadres.
Through review, the total number of commune-level cadres, civil servants, public employees, and laborers is 1,363,849 people. Regarding the commune-level leadership team, there are 87,978 members of the Executive Committee, 33,283 members of the Standing Committee, 3,302 Secretaries, 5,642 Deputy Secretaries who have been consolidated, basically meeting the conditions, standards, and titles according to regulations; proactively adapting to new task requirements.
The Central Organization Committee has issued documents guiding the review and completion of standards and criteria for each job position, concretizing job title standards for grassroots-level leaders and managers; proposing a common capacity framework for commune-level cadres and civil servants according to 5 levels, associated with each title to ensure compliance with current regulations and the guiding viewpoints of the General Secretary and President; advising on innovating the work of selecting, arranging and using cadres according to the principle of "the right person - the right job - the right area" associated with the goal of improving local governance capacity.
The advisory board is timely and thorough, ensuring the principles and regulations of personnel work; introducing personnel to hold leadership positions in State agencies for the 2026-2031 term to submit to the First Session of the 16th National Assembly for election and approval; assigning and consolidating leadership personnel of a number of central and local agencies. Implementing planning, introducing candidates, and transferring, including 227 cases under central management.
The Party Committee's Organization Boards at all levels focus on advising on reviewing the planning of leadership and management positions for the 2025-2030, 2026-2031 and 2030-2035 terms; effectively implementing the rotation of cadres from provinces to grassroots levels; arranging key positions that are not local people.
Resolutely advise on definitively handling cases of violations that still exist in cadre work; at the same time, continue to concretize and strictly implement new regulations issued on cadre work.
