Pay attention to salary and allowance policies for grassroots officials
On the morning of July 1st, at the National Assembly House, the Politburo organized a national conference to summarize 1 year of operation of the overall organizational model of the political system and the 3-level government model.
At the Conference, Politburo Member, Secretary of the Party Central Committee, Head of the Central Organization Committee Nguyen Duy Ngoc conveyed the Politburo and Secretariat's conclusions on the preliminary review of 1 year of operation of the overall organizational model of the political system and the 3-level government model.
Head of the Central Organization Committee Nguyen Duy Ngoc said that the Politburo and the Secretariat have carefully studied the establishment of 2 new party committees directly under the provincial/city party committees, including: the Party Committee of the Provincial and City People's Councils and the Party Committee of the Vietnam Fatherland Front, socio-political organizations of provinces and cities.
After July 1, the Politburo and the Secretariat requested the National Assembly Party Committee and the Government Party Committee to urgently review, amend, supplement, and complete legal documents on the functions, tasks, organizational structure and operating mechanism of the political system from the Central to commune levels.
The Politburo and the Secretariat should pay attention to balancing priorities to fully and promptly allocate regular state budget expenditures, especially at the commune level; amend, supplement, and complete the system of criteria, standards, norms, and unit prices to ensure the stable and smooth operation of the apparatus at all levels, especially at the commune level; and at the same time ensure investment expenditures to create motivation to focus on socio-economic development.
The Politburo and the Secretariat assigned the Central Organization Committee to urge agencies and units to complete the review and streamlining of the apparatus and issue staff quotas, closely following the direction of the Politburo.
Continue to consolidate the internal apparatus synchronously with the adjustment of functions and tasks, decentralization and delegation of power, promote digital transformation and complete job positions to arrange a contingent of officials with the right expertise, meeting task requirements.
The Central Organization Committee is also assigned to preside over the evaluation and development of a plan to replicate the 2-level standard local government model of Hanoi.
The Politburo and the Secretariat assigned the Government Party Committee to preside over and coordinate with the Central Organization Committee, the Central Policy and Strategy Committee and relevant agencies to urgently study and complete the salary reform policy in the spirit of the Resolution of the 14th Party Congress.

Ending "reluctance to choose work areas and positions
Party committees at all levels, Party organizations, agencies, and units, according to the requirements of the Politburo and the Secretariat, need to synchronously implement solutions on personnel work associated with job positions.
Another important requirement, according to the Politburo and the Secretariat, is to innovate training, fostering, and encouraging cadres to self-study on a digital platform; transfer and rotation of cadres between communes and wards and from the provincial level to the commune level to overcome the situation of localized human resource imbalance or improper assignment of capacity; resolutely stop the phenomenon of selective selection of work areas and positions.
The Politburo and the Secretariat simultaneously directed to urgently complete the review and streamlining of internal organizations of the local government at two levels; arrange public non-business units to ensure no intermediaries, no duplication of tasks, and clearly identify the focal point.
Head of the Central Organization Committee emphasized the requirement of the Politburo and the Secretariat to clearly identify commune levels as new operating centers at the grassroots level, to be completed in 2026; transferring all functions and tasks of some special departments to multi-sectoral and multi-field management at the grassroots level (special cases are decided by competent authorities).
Along with that, the Politburo and the Secretariat requested to terminate the operation of the Provincial and Commune-level Public Administrative Service Centers when 100% of online public services are fully implemented.
