As Lao Dong newspaper reported, in the 53rd session of the National Assembly Standing Committee on January 12, Politburo Member, National Assembly Chairman Tran Thanh Man made a note on personnel work at the first session, 16th National Assembly.

Speaking at the above session, National Assembly Chairman Tran Thanh Man pointed out that the first session, the 16th National Assembly will conduct personnel work along with many issues to be submitted to the National Assembly for decision, bringing the country into a new era of development.
Therefore, the National Assembly Chairman requested agencies and units to prepare early and remotely, ensuring order, procedures, and quality of documents, especially documents that must be sent early to National Assembly deputies.
Regarding the first session of the 16th National Assembly, Secretary General of the National Assembly, Chairman of the National Assembly Office Le Quang Manh previously said that the session is expected to be organized in the form of a centralized meeting at the National Assembly House; opening on Monday, April 6, 2026, arranged for 2 sessions.
In phase 1, the National Assembly focuses on conducting organizational and personnel work; the National Assembly listens to presentations and discussions in Groups and Halls on a number of draft laws, as a basis for agencies to revise and complete in the time between the 2 sessions.
Phase 2 of the National Assembly will consider and discuss contents on socio-economics, state budget, supervision program; vote to pass laws and resolutions.
The session will continue to implement improvements in arranging time and amount of discussion in the Hall, in the Group, presenting reports... that have been effectively implemented at the 10th Session, 15th National Assembly.
Regarding personnel work, according to Secretary General of the National Assembly, Chairman of the National Assembly Office Le Quang Manh, right in the first phase of the first session, the National Election Council will have a report on: Results of the summary of the election of National Assembly deputies of the XVI term and People's Council deputies at all levels for the 2026-2031 term; results of confirmation of the status of National Assembly deputies of the XVI term.
In particular, the National Assembly will consider and decide on organization and personnel work.
To prepare thoughtfully and thoroughly for the first session, the 16th National Assembly, the Government, agencies of the National Assembly and related agencies are requested to proactively conduct a comprehensive review to fully identify the contents submitted to the National Assembly at the Session to propose and recommend specifics, as a basis for accurately anticipating the content of the Session, and report to competent authorities for consideration and decision;
Limit proposals to supplement and adjust the Program of the Session during the Session; at the same time, direct the completion of documents to ensure progress and quality.
