Regarding the initial plan for the 1st Session of the 16th National Assembly, Secretary General of the National Assembly and Head of the National Assembly Office Le Quang Manh said that it is expected that on the afternoon of April 5, 2026, the National Assembly will hold a session in session.
After the adjournment session, the National Assembly Delegation elected the Head of the Delegation and Deputy Head of the National Assembly Delegation according to regulations.
Regarding the expected session program, it will take place over 22 days and be divided into 2 sessions, with a break of about 2 weeks. The first session is scheduled to open on the morning of April 6, 2026.
Regarding the content of the session, it is expected to include 3 groups. Group 1: statements by Party leaders; reports of the National Election Council; organization and personnel work. The General Secretary is expected to speak.
The National Election Council reported on the results of the election of 16th National Assembly deputies and People's Council deputies at all levels for the 2026 - 2031 term; the results of the confirmation of the status of 16th National Assembly deputies. The National Assembly considers and decides on organization and personnel work.
Group 2: on legislative work, according to Mr. Le Quang Manh, according to the current 2026 legislative program, at the 1st Session, the National Assembly will consider and approve 13 draft laws.
The National Assembly will also prepare more carefully and spend time for the First Session to focus on personnel content, important economic and financial issues for the period 2026 - 2030.
Group 3: on socio-economic issues, state budget, supervision and other important issues.
Including reviewing and deciding on 5-year plans for the 2026 - 2030 period. Review and evaluate the results of the implementation of the socio-economic development plan and state budget in 2025; the implementation of the socio-economic development plan and state budget in the first months of 2026.
Reviewing reports on the results of practicing thrift and combating waste, the implementation of the national target on gender equality in 2025. Approving state budget settlement in 2024. Consider and approve the National Assembly's supervision program in 2027...
Along with that, review some periodic reports. It is also expected that 9 groups of reports will be sent to delegates for self-study.
Concluding this content, Permanent Vice Chairman of the National Assembly Do Van Chien emphasized that preparations for the First Session of the 16th National Assembly must be carried out in the spirit of early and from afar.
Mr. Do Van Chien said that after today's meeting, according to regulations, the agencies will report to the competent authorities on the time, content, and method of organizing the meeting.
This leader emphasized the need to organize in-depth meetings and discuss carefully between the Government Party Committee and the National Assembly Party Committee to prepare closely for the National Assembly sessions.
The meeting is scheduled to be held at the beginning of the term and the personnel of the National Assembly Party Committee and the personnel of the Government Party Committee will be completed after the 14th Congress.
