Comrade Tran Hong Ha - Member of the Party Central Committee, Member of the Standing Committee of the Government Party Committee, Deputy Prime Minister - attended and directed the Congress.
The Congress was attended by leaders of central ministries and branches; former leaders of the Ministry of Agriculture and Rural Development, the Ministry of Natural Resources and Environment and 259 official delegates representing more than 10,000 party members of 82 party organizations under the Party Committee of the Ministry of Agriculture and Environment.
The first Congress of the Party Committee of the Ministry of Agriculture and Environment, term 2025 - 2030, is of special significance in the context that the whole country and the entire agricultural and environmental sector are determined to enter a new era of development - the era of the Vietnamese people's rise. With the motto "Solidarity - Democracy - Discipline - Breakthrough - Development". The Congress is tasked with summarizing the experience of leadership and direction over the past 5 years, setting out policies and tasks of leadership and direction for the entire agricultural and environmental sector in the next 5 years, contributing to the country's successful implementation of the country's development goals by 2030 when our Party celebrates the 100th anniversary of its founding (1930 - 2030); aiming to realize the vision to 2045, the 100th anniversary of the founding of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam (1945 - 2045). This is a historic Congress after the merger of the two ministries, opening a new journey for the agricultural and environmental sectors, demonstrating a strategic vision and aspiration for sustainable development.
Speaking at the opening ceremony of the Congress, Comrade Tran Duc Thang - Acting Minister of Agriculture and Environment - said: "In the past period, in addition to basic advantages, the entire agricultural and environmental sector has faced many difficulties and challenges. Deeply grasping the Resolution of the 13th National Congress of the Party and the Resolutions of the Central Committee; receiving the attention, deep and regular leadership and direction of the Party Central Committee, National Assembly, Government, Prime Minister; the coordination and support of central and local departments, ministries, branches; the support of industry associations, business communities and people across the country, the support of international friends, with the spirit of dynamism, proactiveness, creativity, favorable grasp, opportunities, determination to overcome difficulties and challenges, the Party Committee of the Ministry of Agriculture and Environment has successfully implemented the Resolutions of the Party Congress for the 2020 - 2025 term, achieving many important, quite comprehensive and outstanding results.
With the motto "Solidarity - Democracy - Discipline - Breakthrough - Development", the Party Committee of the Ministry of Agriculture and Environment continues to promote the spirit of solidarity, join hands, be unanimous, determine the highest political determination in comprehensively and successfully implementing the goals of the agricultural and environmental sector by 2030; strive, be creative, and confident to step in the new era of national development".
Looking back from the beginning of the term, implementing the Resolution of the 13th National Party Congress and Resolution 50/NQ-CP of the Government, the Party Committee of the Ministry of Agriculture and Rural Development and the Ministry of Natural Resources and Environment have issued a specific action program, implemented synchronously and drastically. As a result, 8/8 political targets have been completed, many targets exceeding the plan.
In particular, the GDP growth rate of the entire agricultural sector in the 2020-2025 period is estimated to reach over 3.5%, exceeding the set target of 2.5-3%. Agricultural, forestry and fishery export turnover increased by an average of 8.4%/year (exceeding the set plan by 5-6%), the rate of communes meeting new rural standards is expected to be 80.5-81.5%. The environmental infrastructure of the industrial park has been upgraded, the concentrated wastewater treatment rate has reached 92.3%. Party building work has completed 100% of the targets of the Congress Resolution.
In terms of institutions, during this period, the two ministries have advised on the issuance of many important resolutions and strategies, unified comprehensive management of the agricultural and environmental sectors, removed "bottlenecks" and unblocked development resources. In 2025, Decree 35/2025/ND-CP was issued, laying a legal foundation for the Ministry of Agriculture and Environment, with a streamlined and effective organizational structure.
Agricultural and rural infrastructure is invested synchronously and modernly; digital infrastructure and national databases are formed, connected to the e-Government system. remote sensing and map measurement technology is widely applied, serving resource management and border protection.
The Congress is an opportunity for the entire Party Committee to look back on the 5-year journey of leading and directing the implementation of the Congress Resolution for the 2020-2025 term, drawing lessons; and at the same time setting out orientations, goals and solutions for the 2025-2030 period.
At the Congress, the Government Party Committee will also announce the decision to appoint the Executive Committee, the Standing Committee, the Secretary, the Deputy Secretary and the Inspection Committee of the Party Committee of the Ministry of Agriculture and Environment for the 2025-2030 term.
