The Ministry of Agriculture and Environment has just issued a Decision on sending civil servants to localities to support the implementation of tasks in the land sector when implementing the 2-level local government model.
According to the decision, the Minister of Agriculture and Environment sent 34 civil servants of the Department of Land Management to work in 34 localities to support the implementation of tasks in the land sector when implementing the 2-level local government model. The working period is 03 months from August 15, 2025.
The Department of Land Management is responsible for directing and organizing the implementation of sending civil servants to work locally; performing the management of civil servants sent to work according to the provisions of law and the assigned authority; grasp the implementation of professional tasks in the land sector of the locality; every Monday, summarize the situation, report to the Ministry (through the Legal Department, the Department of Organization and Personnel) the results of the implementation of tasks of civil servants sent to work locally.
Civil servants sent to work are responsible for guiding and supporting local cadres and civil servants in organizing the implementation and resolution of tasks in the land sector that have been decentralized and delegated; promptly grasping, supporting or reporting, and advising competent authorities to resolve problems and difficulties, proposals and recommendations of localities related to the land sector; grasping and synthesizing the implementation of management tasks in the fields of Agriculture and Environment of the locality, promptly reporting to the Ministry (through the Department of Land Management, Legal Department, Department of Personnel Organization) for synthesis and resolution.
Deputy Minister of Agriculture and Environment Le Minh Ngan affirmed: This is an important event, clearly demonstrating the Ministry's proactiveness and determination in accompanying and supporting localities in implementing new tasks, contributing to the successful implementation of the goals set by the Party and State on reforming the administrative apparatus, decentralizing and delegating power and improving the effectiveness and efficiency of state management of land.
According to the Deputy Minister, the implementation of the two-level government model not only requires changes in the organization of the apparatus, but also requires strong changes in the methods of leadership, management and operation. In the land sector, a sensitive, complex sector and linked to the rights of people and businesses, therefore, any delay or mistake can greatly affect socio-economic development, security, order and people's trust.
The Deputy Minister requested 34 civil servants to promote a sense of responsibility, maintain discipline and public service discipline, proactively coordinate with leaders and local departments and offices, promptly and effectively resolve assigned tasks; listen, learn from practice to contribute experience and knowledge to improve management quality. In particular, the "connector" from the locality promptly reflects and advises so that the Ministry has a basis to adjust and perfect the institutions close to reality.
