On the afternoon of June 29, at the Government Headquarters, Member of the Party Central Committee, Deputy Prime Minister Le Tien Chau chaired a meeting on the draft Law on Asset Auction (amended).
After listening to the report of the Ministry of Justice and the opinions of relevant ministries and agencies, the Deputy Prime Minister basically agreed with the draft Law on Asset Auction (amended) chaired by the Ministry of Justice and assigned the Ministry to fully receive and explain the opinions at today's meeting to urgently complete the draft law to submit to the Government.
Government leaders requested to review and fully supplement the types of assets that the law stipulates must be sold through auctions. Especially new types of assets formed in the digital economy, assets that are exploitation rights, toll collection rights, and price collection rights in exploitation and use of BOT projects.
Regarding the full online auction on the online auction system, Resolution No. 66.21/2026/NQ-CP has just been issued by the Government to remove bottlenecks in online asset auction activities.
Emphasizing that this is a new regulation, it is necessary to both do and evaluate the effectiveness through the implementation process, the Deputy Prime Minister requested the Ministry of Justice to closely coordinate with the Ministry of Public Security to review and evaluate the feasibility and effectiveness in the implementation process from now until the law is promulgated to continue to improve.
If the implementation of Resolution 66.21/2026/NQ-CP has any problems, it is necessary to immediately amend it in the Law on Asset Auctions (amended).

Regarding the type of auction enterprise, the Deputy Prime Minister requested the Ministry of Justice to continue to study and assess the impact of each option, select the most optimal option and seek opinions from Government members.
In addition, regarding the development of property auctions for individuals and organizations, the Deputy Prime Minister agreed with the approach of maximizing the spirit of voluntariness and proposed to review and ensure flexibility, low cost, respect for the right to decide of owners, and at the same time transparency of information and quick dispute resolution.
The goal is to promote this sector to develop more and more, towards controlling cash flows in the spirit of not causing restrictions.
The Deputy Prime Minister also noted to carefully review, ensuring that the draft law only stipulates major policies, issues of principle under the authority of the National Assembly, and does not stipulate issues under the authority of the Government (such as techniques, procedures, data, system operation...) to be in accordance with the spirit of innovation in current legislative work.
It is necessary to ensure synchronization between the draft Law and decrees, circulars detailing and other relevant legal regulations," the Deputy Prime Minister emphasized.
