On June 10, the National Assembly Standing Committee opened the 3rd Session to consider and decide according to its authority with many important contents.
Speaking at the opening, Politburo Member, National Assembly Chairman Tran Thanh Man said that at this session, the National Assembly Standing Committee will consider and approve 1 Ordinance and 1 Resolution on the judicial field, in order to continue to improve the legal basis for the operation of the People's Court in the new organizational structure.
Second, the National Assembly Standing Committee will consider and approve 2 Resolutions on issues related to finance and budget. Among them, there is a Resolution on the principles and criteria for dividing value-added tax for each locality in the period 2027 - 2030.
Third, giving opinions on the draft Supervision Plan and Supervision Outline "The implementation of policies and laws on management and use of workplaces after implementing the policy of arranging organizational structures, apparatus and administrative units".
This is the first supervisory topic of the 16th National Assembly; therefore, preparation work must be carried out very closely, methodically and scientifically from the first stage.
In particular, this supervision activity must be closely linked with the strategic directions of the Central Government on preventing and combating waste and negativity, especially the spirit of Resolution No. 04-NQ/TW.
Currently, the issue of management and use of working headquarters after implementing the policy of arranging organizational structures, apparatus and administrative units is of great public concern.
In fact, there is still a situation where redundant headquarters, land, and public assets after arrangement are slow to be processed and exploited ineffectively, causing waste of state resources.

Along with that, the National Assembly Standing Committee will also consider the Report on People's Petition work of the National Assembly in May 2026.
Consider and approve the Resolution on evaluating and ranking the quality of professional departments and building and managing the positions of civil servants in professional departments of the Ethnic Council and Committees of the National Assembly.
The National Assembly Chairman requested to ensure that the advisory apparatus must be more innovative, professional and effective. The construction of job positions must be substantive, with the right people, the right jobs, clear responsibilities, and clear products; each position must clearly define requirements, tasks, and outputs.
In addition, it is necessary to overcome the situation of formal evaluation and favoritism. Doing well must be recognized; doing not well must be frankly pointed out to overcome and correct; build a team of professional and responsible civil servants in the National Assembly agencies, meeting the increasing requirements of tasks in the new period.
National Assembly Chairman Tran Thanh Man also said that the National Assembly Standing Committee is expected to hold another meeting at the end of June to consider and pass two resolutions.
One is the Resolution amending and supplementing a number of articles of Resolution No. 524 on a number of spending regimes to ensure the operation of the National Assembly.
Two is the Resolution detailing and guiding the implementation of the Law on Supervisory Activities of the National Assembly and People's Councils on coordination in supervising the implementation of international treaties and international agreements.
