On August 4, 2025, the General Staff of the Vietnam People's Army (VPA) issued Official Dispatch No. 4448/CD-TM on urgently overcoming the consequences of floods, flash floods, and landslides in Dien Bien, Son La, and Nghe An provinces; heavy rain in mountainous and midland areas of the North and North Central regions.
Accordingly, implementing the Prime Minister's Official Dispatch No. 919/CD-TTg dated August 2, 2025 on focusing on overcoming the consequences of floods, flash floods, and landslides in Dien Bien, Son La, and Nghe An provinces. The General Staff requested agencies and units to:
Continue to strictly maintain the on-duty regime, grasp the situation especially heavy rain from August 4.8-7, 2025 in the mountainous and midland areas of the North; use forces to participate in overcoming the consequences of floods and landslides; support affected people in the area to quickly stabilize their lives and production.
The Military regions 1, 2, 3, 4 direct the Military Commands of the provinces (especially Dien Bien, Son La, Nghe An provinces) to promote the role of the Standing Agency of the Civil Defense Command, closely coordinate with Departments, branches, and organizations to help local leaders and authorities with all measures to quickly overcome the consequences of floods and landslides.
The 12th Army Corps and the different Corps and Corps closely coordinate and cooperate with the locality where the troops are stationed and the location where the tasks are performed; mobilize forces and means to help people overcome the consequences of rain, floods, and landslides.
The Air Defense - Air Force, Army Corps 18 are ready to transport food, provisions, necessities, medical supplies... to isolated areas as soon as possible and rescue when ordered by the Ministry.
The Information and Communications Corps directs units to prepare plans to ensure communication for the direction and operation of rescue work, especially in isolated areas.
The Military Industry - Telecommunications Group directs units to urgently restore communication systems and fiber optic cables; coordinate with Military regions 2 and 4 to use drones to support localities in flying to detect early areas at risk of flash floods, landslides, and landslides to promptly warn and evacuate people to safe places when required.
The dispatch also clearly stated that the General Departments: Logistics - Engineering, Defense Industry, General Department II, according to their functions and tasks, will strengthen direction, urge and inspect units under their authority to be ready to do a good job of response work, ensure the safety of warehouses, factories, weapons and equipment, prepare well for logistics and technical work to serve the work of incident response, natural disasters and search and rescue; proactively coordinate, dispatch and promptly transport rescue and equipment to help localities respond and overcome consequences when required.
