On the afternoon of May 15, in Tam Ky City, the Standing Committee of the People's Council of Quang Nam Province and the People's Council of Da Nang City had a meeting to discuss the plan to merge the two agencies, in the context of preparing to implement the Scheme of Consolidation of Quang Nam and Da Nang City.
The meeting was chaired by Mr. Nguyen Duc Dung - Permanent Deputy Secretary of the Provincial Party Committee, Chairman of Quang Nam Provincial People's Council and Mr. Ngo Xuan Thang - Chairman of Da Nang City People's Council. Attending were also representatives of the Board of People's Councils of the two localities.

Enter the status quo, rearrange according to the roadmap
According to the discussion, it is initially proposed to maintain the organizational structure and apparatus of the People's Council agencies of Quang Nam province and Da Nang city during the merger process. The total number of People's Council delegates of the new locality is 97 people, including 47 delegates from Quang Nam province and 50 delegates from Da Nang city.
The leaders of the People's Council of Da Nang City (new) are expected to include the Chairman and Vice Chairmen. This agency will have 4 specialized Committees: Legal Committee, Economic - Budget Committee, Urban Committee and Culture - Social Committee. At the same time, the Office of the National Assembly Delegation and the new City People's Council will be reorganized with 4 functional rooms.

After the merger, the total number of employees working at the National Assembly Delegation and City People's Council agencies is 102 people, including 80 positions and 22 contract workers.
Notably, the arrangement and assignment of personnel after the merger has received special attention. For the positions of Chairman, Vice Chairman, Head of the Committee, Chief of Office, the project proposes that the Steering Committee of the City Party Committee consider, decide, and arrange according to its authority.
As for the positions of Deputy Head of the Committee and Deputy Chief of Office, it is recommended to keep them the same and arrange them according to a 5-year roadmap, ensuring stability of the apparatus and avoiding major disruptions.
Proposal to transfer redundant provincial cadres to communes and wards
A notable highlight is the proposal to arrange the number of redundant heads and deputy heads from the provincial People's Council to hold key positions at the ward and commune levels. The goal is to effectively use high-quality human resources, while facilitating the streamlining of deputy levels according to current regulations.
In addition to the personnel issue, the two sides also agreed to thoroughly resolve problems related to the currently existing policy differences between the two localities.
In particular, reviewing the needs of cadres and civil servants of Quang Nam province assigned to Da Nang City, adjusting facilities and equipment; at the same time, speeding up the progress of digitizing records and documents before officially merging.

According to Mr. Ngo Xuan Thang - Chairman of the People's Council of Da Nang City, the merger process must be carefully prepared to ensure that there is no major disruption in the operations of elected bodies as well as the lives and working psychology of the staff and civil servants.
"We pay special attention to creating long-term stable conditions for cadres and civil servants from Quang Nam province to Da Nang city to work, so that everyone can feel secure in contributing to the new apparatus" - Mr. Thang emphasized.
The completion of the People's Council merger plan is an important step in the roadmap to realize the project to merge Quang Nam province and Da Nang city - one of the major policies that are being carefully and methodically implemented by the Central Government.
