Need to solve on-site labor needs for redundant civil servants
The above content was raised by delegate Nguyen Quoc Han - National Assembly Delegation of Ca Mau province at the discussion session in the hall on the draft Law on Organization of Local Government (amended) on the morning of May 14.
Mr. Han highly agreed with the amendment of regulations on decentralization of power, clarifying the division of tasks and powers between local authorities at the provincial and commune levels to reduce units, remove intermediate levels, and streamline the organizational apparatus.

However, the delegate said that this change is too big, affecting all aspects of social life, from the socio-economy to the aspirations of the people.
"Under the merger of administrative units, a large number of civil servants and non-professional staff after many years of working with the state apparatus have to quit their jobs, are struggling to find a new direction, and are facing many difficulties in reintegrating into the labor market. The rest do not know where to go and where to live, or where to eat and where to live?
In addition, people are worried and wondering because of the wide area, far from the administrative center of the province, will it affect the exercise of citizen's rights? Commune -level officials have increased but less when they are still in the district and with wide areas, will they have enough strength to kill people and near people? Similar to the commune police force, will the wide area ensure good management when a situation occurs? ” - Mr. Han asked the question.
With some of the above evidence, the delegates suggested that branches at all levels should soon have answers, need solutions to achieve the goals after the merger: the uniform, smooth, effective operation apparatus, uninterrupted, does not affect the socio -economic development tasks, to the normal operation of the people and businesses, ensuring national defense and security and social safety in the area.
"It is necessary to decentralize more strongly and apply information technology to the commune level to solve the on -site work for the people. Local " - delegate.
Proposal to increase allowances for redundant cadres after merger

Delegate Nguyen Thi Quyen Thanh - National Assembly Delegation of Vinh Long Province said that in recent times, the support regime and policies for part-time workers at the commune, village and residential group levels that are redundant due to merger have been an issue that many people are concerned about.
According to the delegate, currently, due to the current low monthly allowances for part-time workers at the commune level, in villages and residential groups, the allowance for these subjects is redundant due to the arrangement of administrative units at the commune level.
Therefore, in order to facilitate the settlement of policies for part-time activists at the commune, village and residential group, according to the Conclusion of 137-KL/TW in 2025, the delegate proposed the Ministry of Home Affairs to advise the Government to consider supporting amateur operating activists at the commune, village and residential group to enjoy the regime equal to 2 times the subsidy level as prescribed; Additional support for each year of working in 3 months by 2 times with 2 times the current allowance, maximum time not exceeding 60 months; Supplementing the regime of training and transforming careers for part -time activities.
