According to Conclusion No. 27 on the main situation of localities in the first quarter, directions and tasks for the second quarter of 2026, the Secretariat requests urgent completion of the arrangement of residential groups, villages, and hamlets; arranging public non-business units according to the direction and guidance of the Central Government.
According to the Action Program to implement Conclusion No. 210-KL/TW attached to Resolution No. 105, the Government assigned the Ministry of Home Affairs to preside over and coordinate with ministries and ministerial-level agencies to advise on the promulgation of a Decree on the organization and operation of villages and residential groups and a number of regimes and policies for non-specialized workers in villages and residential groups. This task will be completed in the second quarter of 2026.
Currently, the process and dossiers for merging villages and residential groups are applied and implemented according to Article 8 of Circular 04/2012/TT-BNV amended by Article 2 of Circular 14/2018/TT-BNV and Article 1 of Circular 05/2022/TT-BNV.
Based on Circular 04/2012/TT-BNV, the Provincial People's Committee decided on the policy of establishing new villages and new residential groups. The main contents of the project include: The necessity of establishing new villages and new residential groups; Names of new villages and new residential groups; Population (number of households, number of people) of new villages and new residential groups...
Next, the Commune People's Committee organizes to collect opinions from all voters or voters representing households in the area to establish new villages and new residential groups on the project to establish new villages and new residential groups; summarize the opinions and make a record of taking opinions on the project.
If the project to establish new villages and new residential groups is approved by over 50% of voters or voters representing households in the area to establish new villages and new residential groups, the Commune People's Committee shall complete the dossier (attached to the voter opinion collection minutes) and submit it to the Commune People's Council for approval at the nearest meeting.
Within 5 working days from the date of the Resolution of the Commune People's Council, the Commune People's Committee completes the dossier and submits it to competent authorities.
In case the project is not approved by over 50% of voters or voters representing households in the newly established village or residential group area, the Commune People's Committee will organize a second opinion collection.
If it is still not approved by more than 50% of voters or voters representing households, then within 5 working days from the date of the second opinion poll minutes, the commune-level People's Committee shall report to competent authorities for consideration and decision.
After receiving a valid dossier, the Department of Home Affairs appraises and submits it to the Provincial People's Committee.
Currently, the Ministry of Home Affairs is advising on drafting a Decree on the organization of activities of villages and residential groups and some regimes and policies for non-specialized workers in villages and residential groups.
At the Q1/2026 press conference of the Ministry of Home Affairs, Ms. Nguyen Thi Tu Thanh - Deputy Director of the Local Government Department (Ministry of Home Affairs) - said that the drafting of the Decree was carefully studied to report to competent authorities. The spirit is to arrange villages and residential groups nationwide in the direction of streamlining focal points, reducing the number, on the basis of being suitable to the practical scale and characteristics of each region.
Reducing the number of villages and residential groups nationwide will improve operational efficiency, facilitate the implementation of assigned tasks as well as reduce direct management pressure for commune-level authorities. The scale of villages and residential groups will be adjusted to suit the current commune-level scale.
