Deputy Prime Minister Nguyen Hoa Binh has just signed Decision 1791/QD-TTg dated August 21, 2025 promulgating the Plan to implement the Law amending and supplementing a number of articles of 11 laws on military and defense.
The Law amending and supplementing a number of articles of 11 laws on military and defense No. 98/2025/QH15 (hereinafter referred to as the law) was passed by the 15th National Assembly at the 9th Session, June 27, 2025; effective from July 1, 2025. To promptly, consistently and effectively implement the law, the Prime Minister issued a plan to implement the law.
The plan aims to ensure the unified direction of the Government and the Prime Minister; close, regular and effective coordination between ministries, branches, localities and relevant agencies and organizations in implementing the law.
Determine the responsibilities and coordination mechanisms between ministries, branches and localities in conducting activities to implement the Law nationwide.
Raising awareness of the law and the responsibility of ministries, branches, localities and people in enforcing the law.
Regarding the content and plan, it is stated that in the remaining time of 2025 and the following years, the Ministry of National Defense will compile documents to serve the work of propaganda, dissemination and education of the law; training documents, and professional development.
In the last 6 months of 2025, the Ministry of National Defense reviewed legal documents related to laws under the assigned state management authority; implemented according to its authority or recommended competent authorities to promptly amend, supplement, replace, abolish or issue new legal documents to ensure compliance with the provisions of law.
Regarding the development of documents detailing and guiding the implementation of the law, the Ministry of National Defense shall comply with Decision No. 1526/QD-TTg dated July 14, 2025 of the Prime Minister promulgating a list and assigning the agency in charge of drafting documents detailing the implementation of laws and resolutions passed by the 15th National Assembly at the 9th Session.
