The People's Committee of Da Nang City has just submitted a document to the City People's Council to consider the payment of additional income, expected to be applied to 54,556 cadres, civil servants and public employees of the city.
This policy is built in the spirit of encouragement, recording commensurate work results, and specifying specific mechanisms according to Resolution 136/2024/QH15.
According to the proposal, the expected income increase from 2026 is regulated at 3 levels: Completing the task excellently is entitled to an income increase coefficient of 0.5 times salary/person/month; Completing the task well: 0.3 times salary/person/month; Completing the task: 0.1 times salary/person/month.
Additional income is paid quarterly, based on the results of the assessment and classification of the quality of cadres, civil servants and public employees. The minimum expected expenditure is 1.5 million VND/person/month for those who have completed their tasks well or better and 500,000 VND/person/month for those who have completed their tasks. In case the cadre concurrently holds many positions, he/she will only receive the highest title.
This is first of all an encouraging good news for the cadres, civil servants and public employees of Da Nang city.
At the same time, this policy shows the strong change of the city government in building a remuneration mechanism based on work efficiency, instead of following the "riotism" model as before.
When additional income is directly linked to the level of task completion, cadres, civil servants and public employees will certainly make more efforts in their work because their efforts are measured and specifically recognized.
At the same time, this mechanism also opens up a healthy competitive public service environment, who does better will receive more, who does not do better will have to improve to increase income.
In particular, evaluating and paying quarterly instead of waiting until the end of the year will contribute to creating an competitive atmosphere and timely "energy supply" for the team of civil servants and public employees.
In the context of the merger of the two localities and the two-level local government having just come into operation, the budget still has a lot of pressure from salary reform and social security policies.
Therefore, Da Nang's priority to allocate a significant part of the budget (expected total additional income expenditure for 2026 is more than 1,956 billion VND and expected for the entire period from 2026-2028 is more than 7,614 billion VND) to increase income for the civil service team is a very welcome decision and has a long-term vision.
This is a humane and sustainable approach, helping civil servants feel secure in their work, ready to innovate, enhance responsibility and improve the quality of work handling to better serve the people.
If approved by the City People's Council in this session and implemented substantially, this policy will create motivation for cadres, civil servants and public employees to work with peace of mind and stay long-term, contributing to improving the quality of public service.
At the same time, this is also a model for reference the value of other localities in the process of reforming salary regimes and improving public sector productivity.
