On December 11, Mr. Dinh Huu Hoc, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, Deputy Head of the Traffic Safety Committee (TSC) of Lang Son province chaired a conference to assess the causes and propose solutions to overcome the shortcomings related to the particularly serious traffic accident that occurred at Km42+600 National Highway 1 on November 26, 2025.
The conference was attended by members of the Provincial Traffic Safety Committee; leaders of Bac Giang - Lang Son BOT Joint Stock Company; leaders of Nhan Ly Commune People's Committee and representatives of the Traffic Police Department (Ministry of Public Security).
According to the records, at 12:48 on November 26, at Km42+600 in Hop Nhat village, Nhan Ly commune, a strong collision occurred between a car with license plate 19A-483.13 carrying 5 people, driven by Lai Quang Nhan (born in 1993, residing at the Central Mental Hospital, Thuong Tin district, Hanoi) in the direction of Lang Son - Hanoi with a tractor trailer with license plate 98E-000.77, pulling a semi-trailer with license plate 98R-012.92 driven by Pham Van Dung (born in 1981, residing in Viet Yen, Bac Ninh) in the opposite direction.

As a result, 4 people died on the spot, including Phung Van Kim, Thi Thi Lan, Nguyen Dinh Viet and Nguyen Tran Hoai Son; 2 injured people, Lai Quang Nhan and Phung Van Hau.
Immediately after the accident, leaders of the Provincial People's Committee and the Provincial Traffic Safety Committee were present at the scene to direct rescue, direct traffic and serve the investigation.
The Provincial People's Committee has initially supported the victims' families with a total budget of 24 million VND.
Through initial investigation, Lang Son Provincial Police determined that driver Lai Quang Nhan tested positive for Amphetamine. Driver Pham Van Dung drove a vehicle carrying goods exceeding the load capacity by 35%.
In particular, the road where the accident occurred was a straight road, the view was not obstructed, the signs and lines were complete, the road surface was flat.
The cause was determined to be Lai Quang Nhan's failure to comply with traffic safety regulations, not complying with road signs, driving a vehicle in a state of drugs and driving in the wrong lane, leading to a collision with a tractor-trailer.
Nhan's behavior violated the Law on Road Traffic Safety and Order 2024 and showed signs of committing a crime under Clause 3, Article 260 of the Penal Code.
The Investigation Police Agency of the Provincial Police has initiated a case, prosecuted the accused and detained Lai Quang Nhan; at the same time, continuing to clarify the related responsibilities of the driver and the business owner of the tractor-trailer.
At the conference, delegates focused on analyzing the causes and proposing a series of solutions including increasing patrols and controls along the route. Art the road markings, speed limiters; add speed signs.
Put the expressway into operation soon to reduce traffic pressure on National Highway 1. Complete the planning of rest stops; install cau mirrors at the curved location. Applying information technology in handling violations and monitoring vehicles.

Concluding the conference, Permanent Vice Chairman of the Provincial People's Committee Dinh Huu Hoc requested the Provincial Traffic Safety Committee to re-evaluate the activities of the Traffic Safety Committees at all levels, innovate propaganda work, especially for drivers from outside the province coming to the area.
Review and thoroughly handle black spots and potential traffic accident spots. Strengthen digital transformation applications, early detection of violations by vehicle operators.
Assign the Traffic Police force to tighten patrols and controls, especially at the end of the year, when there is often a high risk of accidents.
