The investment project to build a 5-star luxury hotel, office, rental office and commercial services of Cong Thanh Cement Joint Stock Company (abbreviated as Cong Thanh Company) is still a vacant land with overgrown weeds.
According to the investigation, on November 21, 2007, the People's Committee of Thanh Hoa province issued Document No. 4940/UBND-NN agreeing in principle for Cong Thanh Company to complete the investment project to build a 5-star luxury hotel, office, rental office and commercial services, committing to putting the land into use within 12 months from the date of receipt of land handover.
On April 25, 2008, the People's Committee of Thanh Hoa province issued Decision No. 1097/QD-UBND to reclaim and hand over the land area of 17,963 m2 (nearly 2ha) in the old Dong Huong ward (now Hac Thanh ward) to Cong Thanh Company, without going through bidding.
After many years of the project "stuck in place", in January 2019, Cong Thanh Company issued a document requesting to adjust the master plan documents, proposing to convert the entire land into a commercial center, office, hotel and commercial housing complex of Cong Thanh Shophouse.
Then, in March 2020, the enterprise continued to propose adjusting the project to "Cong Thanh Trade and Service Complex Project for Lease".
In August 2020, after receiving recommendations from Cong Thanh Company, based on the advice of many departments and branches, the People's Committee of Thanh Hoa province issued a written response, not approving the planning adjustment plan due to not ensuring the urban aesthetics along Le Loi Avenue.
According to Lao Dong Newspaper's reporter, the project is still "inactive". The project has only built a fence around it, inside is a deserted land, overgrown with weeds.
This project is considered to have a prime location, belonging to the golden land of the former Thanh Hoa City, located on the most beautiful Avenue in Thanh Hoa. Right next to many large projects, the commercial center has been invested in and built for many years.
