On December 24, at the Government headquarters, Politburo member and Prime Minister Pham Minh Chinh chaired a meeting with leaders of the Ministry of National Defense and relevant ministries and branches on the results of research and production of high-tech defense industry in 2025 and orientation of key tasks in 2026.
Also attending were General Phan Van Giang - Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense.
In 2025, with a proactive, responsible and determined spirit, the Central Military Commission and the Ministry of National Defense have focused on leading and directing the entire army to overcome all difficulties, accelerate, make breakthroughs, comprehensively complete tasks, and achieve many outstanding achievements in all aspects.
In particular, the defense industry and military science have many innovations and creativity, achieved positive results, continued to have new breakthroughs; marked a remarkable step forward, a breakthrough in technology, affirmed the initiative, creativity, research, manufacturing, production, and modernization of many weapons and equipment, bearing Vietnamese brands.

In his concluding remarks, Prime Minister Pham Minh Chinh requested the Ministry of National Defense to continue to effectively implement "2 steadfast, 2 accelerated, 2 prevented", "3 steadfast" (stable politics; strong discipline; strong technology; strong military art; strong military life); proactively innovate, create, "determined to research and produce advanced and modern weapons and equipment", successfully carrying out the 2026 mission.
The Prime Minister emphasized the task of improving the capacity to research, forecast, assess the situation, advise the Party and State to properly plan military and defense policies to meet the task of protecting the Fatherland both in the short term and in the long term; promptly handle situations successfully, avoid being passive and surprised.
In 2026, the entire army will focus on implementing the task of building a revolutionary, disciplined, elite, and modern army; continue to thoroughly grasp and seriously implement the Central's policies and directions on building and rectifying the Party.
Flexibly, substantially and effectively implement defense foreign affairs activities; promote the motto of autonomy, self-reliance, and self-strengthening in implementing defense industry tasks, logistics and technical work.
The head of the Government emphasized the need to continue developing the defense industry; develop weapons and equipment in a modern, high-tech direction; develop dual-use products for both defense and civil missions.
Therefore, the Prime Minister requested to continue to effectively implement Resolution 57-NQ/TW of the Politburo, Resolutions of the Government and the Central Military Commission on the development of science, technology and defense industry; mobilize economic sectors, including the private economy, to participate in the development of defense industry, especially basic technology and core technology.
The Prime Minister proposed to remove bottlenecks in institutions and policy mechanisms; unlock financial resources; give incentives and priorities to attract talent and pay attention to human resource training; continue to accelerate the implementation of urgent and key tasks and strengthen international cooperation in the defense industry sector.
The Prime Minister noted that ministries and branches, based on their functions, tasks and powers, closely coordinate with the Ministry of National Defense to effectively implement assigned tasks, ensuring compliance with Party and State regulations, not allowing corruption, negativity and waste.
