Prime Minister Pham Minh Chinh has just signed and issued Official Dispatch No. 171/CD-TTg, dated September 23, 2025, directing the focus on implementing the response to storm No. 9 (super typhoon Ragasa).
According to the forecast, in the early morning of September 25, the storm will move into the Gulf of Tonkin, the intensity of the storm in the Gulf of Tonkin will still be strong at level 11-12, gusting to level 14-15, on September 25, the storm will make landfall directly in the Northern region of our country with strong winds of level 10-11, gusting above level 12-13 in the coastal area, level 8-9, gusting to level 10-11 on the mainland.
Super typhoon No. 9 is very strong at sea, with a wide range of strong winds, waves over 10m high, and rough seas, especially dangerous for ships operating in the northern East Sea.
The storm may cause heavy rain in the Northern provinces and Thanh Hoa and Nghe An with rainfall of about 150-250 mm, locally over 400 mm, with the risk of flash floods and landslides, affecting the safety of dams and flooding in urban areas and low-lying areas.
To focus on responding, the Prime Minister requested the Ministers of the Ministries of National Defense, Public Security, Agriculture and Environment, Construction, Industry and Trade, Science and Technology, Education and Training, Health; Chairmen of People's Committees of provinces and cities from Quang Ngai onwards not to be negligent, subjective, organize monitoring, updating, and grasping the situation.
Proactively and promptly direct and deploy measures to respond to storm No. 9 according to functions, tasks, and authority with the most drastic spirit, proactively respond at the highest level, anticipate the worst case scenario, avoid being passive or surprised, and set the goal of ensuring the safety of people's lives first and foremost.
Be responsible to the Government and the Prime Minister if there is any irresponsibility in advising, leading, and directing that causes damage to people's lives and property.
The Secretaries and Chairmen of the People's Committees of the above-mentioned provinces and cities, especially coastal localities from Quang Ninh to Thanh Hoa, ensure the safety of people's lives, especially the elderly, children, students, and other vulnerable groups.
Review plans, be ready to organize evacuation and relocation of residents to ensure safety before the storm makes landfall, deploy rescue work when bad situations occur, etc.
The Minister of Agriculture and Environment, according to his functions, tasks and authority, forecasts and provides the most complete, timely and accurate information on the developments and impacts of the storm, warns of the worst possible scenario (including the risk of storm No. 10 appearing in the East Sea right after storm No. 9 makes landfall) so that authorities and people know and proactively deploy appropriate and effective response work.
The Ministers of the Ministries of National Defense and Public Security direct the work of ensuring safety for the forces, vehicles, and equipment of the army and police.
Direct units located in areas at risk of being affected by storms to review plans, proactively arrange forces and means to be ready to support localities in implementing storm response work, especially supporting evacuation, relocation of residents, and rescue when required.
