On July 30 and 31, the 11th Da Nang City People's Council, term 2026-2031, held its 4th session. This is a regular mid-year session, expected to consider and pass more than 40 resolutions related to public investment, planning, housing, education, health and social security.
On the sidelines of the session, in an exchange with a reporter from Lao Dong Newspaper, a leader of the Da Nang City People's Council said that the sea encroachment urban area project in Da Nang Bay has not been brought up for discussion and consideration at this session.

According to the leader, this is a policy of very large scale, affecting many fields, so it needs to be carefully prepared and fully evaluated before being submitted to the people's elected body.
The Central Government's policy is there, but how to concretize it must be carefully calculated. To date, there is still no complete content to submit to the City People's Council," this person said.
Leaders of the City People's Council added that the policy of building a coastal urban area in Da Nang has been set out before and has been submitted by the Government to the National Assembly Standing Committee for comments. However, from the policy to the specific implementation plan, there are still many issues that need to be studied, including planning, investment resources, environmental impact, national defense, security and people's lives.
Although there is a policy, the project still needs more time to be completed. Therefore, this session has not been considered," the leader of the Da Nang City People's Council informed.
Similarly, the Lien Chieu Port phase 2 project has not been submitted at the 4th session. According to the leaders of the City People's Council, the project needs to continue to complete the necessary procedures before being submitted to the People's Council for consideration.

From the beginning of 2026, the Ministry of Finance has coordinated with the Da Nang City People's Committee to develop a draft decree of the Government stipulating specific mechanisms and policies for the project of building an urban area encroaching on the sea in the city.
On July 27, the National Assembly Standing Committee gave opinions on the Government's submission related to this draft decree.
According to the submission, the sea encroachment urban area in Da Nang Bay is expected to have a scale of about 1,500ha, with a total investment of more than 400,000 billion VND, equivalent to about 14 billion USD. The project includes 5 multi-functional artificial island clusters.
The urban area is oriented to develop into a modern, international-class coastal city, attracting capital, technology, high-quality human resources and experts to live and work for a long time.
The project is also expected to form a new strategic economic space, developing according to a green, smart, ecological and sustainable model. However, the implementation process must simultaneously ensure environmental, defense and security requirements at sea.
