The Government has just issued Decree 27/2026/ND-CP dated January 19, 2026, regulating the National Database on cadres, civil servants, and public employees, effective from July 1st.
The Decree stipulates that electronic dossiers of cadres, civil servants, and public employees include:
+ Electronic resume.
+ Other dossier components created from data of cadres, civil servants, and public employees.
Each official, civil servant, and public employee has an electronic dossier attached with a unique identification code (electronic dossier identification code) to serve management and search work on the electronic environment.
Agree to use personal identification numbers as electronic dossier identification codes for cadres, civil servants, and public employees.
The time limit for storing electronic dossiers shall be implemented according to the provisions of the law on clerical work and archiving; the law on cadres, civil servants, public employees and the law on data, ensuring the maintenance of integrity, readiness and accessibility of data.
Cadres, civil servants, and public employees are responsible for regularly updating personal information and data when changes arise in electronic records and are responsible before the law for the truthfulness and accuracy of updated information and data.
The agency using cadres, civil servants, and public employees is responsible for regularly updating information and data of arising cadres, civil servants, and public employees.
For data related to cadres, civil servants, and public employees generated from the cadre, civil servant, and public employee management information system, the data must be updated by the system into electronic records and synchronized into the National Database on cadres, civil servants, and public employees no later than 1 day after the professional processing process is completed.
For data related to cadres, civil servants, and public employees generated by management nghiep vu of other agencies and organizations, the managing agency of the National Database on cadres, civil servants, and public employees shall coordinate with the managing agency of the database and information system containing these data periodically and weekly to synchronize data to collect, compare, and update into the electronic records of cadres, civil servants, and public employees.
In case the databases and information systems have not yet been formed or do not meet the connection requirements, cadres, civil servants, public employees or agencies using cadres, civil servants, public employees shall update data directly into the electronic records of cadres, civil servants, public employees.
Electronic dossier components in the National Database on cadres, civil servants, and public employees are used to replace paper dossier components in the management of cadres, civil servants, and public employees in accordance with the law and competent authorities.
In case of professional requirements requiring the use of paper records, management agencies or agencies and units using officials, civil servants, and public employees exploit the electronic records of officials, civil servants, and public employees on the National Database on officials, civil servants, and public employees, converting them to paper records for use.
The conversion to paper forms from electronic dossiers is carried out in accordance with the law on electronic transactions. Cadres, civil servants, and public employees do not have to re-prepare the dossier components already in the electronic dossier.
