The Ministry of Home Affairs has completed the entire dossier of the Project on the arrangement of provincial-level administrative units (ADUs) to submit to the National Assembly for consideration and decision.
According to Minister of Home Affairs Pham Thi Thanh Tra, the Government Steering Committee has guided the arrangement of cadres and civil servants of local government at 2 levels according to the principles.
Regarding the provincial payroll, the number of cadres, civil servants and officials of the provincial level after the maximum arrangement does not exceed the total number of cadres, civil servants and public employees (the number of presence) of the provincial level before arranging and streamlining the payroll associated with restructuring, improving the quality of cadres, civil servants and public employees, ensuring that within 5 years of basic layout is arranged in accordance with regulations.
When the local authorities at the provincial level after arranging were put into operation, the Government assigned the Ministry of Home Affairs to coordinate with the Central Organizing Committee and relevant agencies based on the population size, natural area, functions, tasks and powers of the provincial government, completing the job position submitted to the competent level to assign payroll to localities.
Regarding the payroll at the commune level (commune, ward, special zone), in the immediate future, basically keep the current payroll at the district and commune levels to arrange for the new commune level (except for commune-level cadres and civil servants who do not meet the standards and conditions for resignation).
After the agencies and organizations of the commune-level political system come into stable operation, it is temporarily expected to arrange an average of 60 positions per commune, ward, and special zone (including positions for the Party bloc, mass organizations, and local governments at the commune level).
The Minister of Home Affairs said that in the process of completing the project dossier and submitting to the Government, the National Assembly, the Standing Committee of the National Assembly, the Government Steering Committee and the Ministry of the Interior will continue to monitor closely, promptly grasp and expel the difficulties and problems arising to advise competent authorities to consider, resolve or adjust accordingly, not to affect the general progress.
The Ministry of Home Affairs also requested central ministries and branches to continue to closely coordinate with localities in the process of implementing tasks in specialized fields, promptly guiding the resolution of difficulties and problems under their management.
Guiding and arranging funding to pay for policy implementation for cadres, civil servants, public employees, and workers who retire early or quit their jobs due to organizational restructuring according to regulations.
In the period of implementation, it is suggested that localities stick to the direction of the Central Government, and at the same time flexible and creative in the implementation organization, in accordance with specific characteristics of their localities. Continue to thoroughly grasp and propagate widely in the political system and local people about the goals and significance of the arrangement of DVHC; uphold the sense of responsibility and exemplary of each cadre and party member in implementing the policy.
At the same time, with the implementation of the Central's direction on arranging administrative units to form new provincial and commune-level administrative units, localities need to focus on the work of arranging the apparatus and personnel arrangement.
