Accordingly, in order to ensure the progress of the higher-level party committee of the grassroots party organization and grassroots level in accordance with the Directive No. 45-CT/TW, dated April 14, 2025 of the Politburo on the Party Congress at all levels to the National Party Congress XIV XIV, the Central Organizing Committee exchanged and unified some contents.
Accordingly, the Provincial Party Committee and City Party Committee (including provinces and cities are merged and not merged) Leading and directing the organization of the Congress for direct superior Party Committees of the Party grassroots organizations and grassroots party organizations in accordance with Section 5 Part II, Directive No. 45-CT/TW, dated April 14, 2025 of the Politburo. (The Congress of Party members or the grassroots congress is completed before June 30, 2025. The Congress of the Party Committee of the higher level of the grassroots level and the Party Committee of the commune, ward and special zone completed before August 31, 2025).
The provincial party committees and cities are identified as the political - administrative center of the provincial administrative unit after arranging to coordinate with the provincial Party Committee and the Party Committee, which have been agreed by the Central Executive Committee to merge and direct the higher -level party committees of the Party grassroots organizations and the Party grassroots organizations to preside and coordinate with the Party committees and party organizations that are expected to organize the content of the Party Cells and the Party Committee of the Party Committee and the Party Committee of the Party Committee and the content of the Party Committee of the Party Agencies and units (content covering the entire provincial and commune levels after consolidation, merger, new establishment) to serve the organization of discussion at their level congress and build documents of the superior committees directly.
The Party Committees at the direct superior level of grassroots Party organizations and grassroots Party organizations under provincial and municipal Party Committees (under the merger) hold a 2-contenency congress as prescribed in Section 1, Part II of Directive No. 45-CT/TW, dated April 14, 2025 of the Politburo.
After provincial and city party committees, the higher -level higher party committees of the Party grassroots organizations (including the Party Committee of the commune, ward, special zone) and other grassroots party organizations have been consolidated, merged and established, the Standing Committee of the superior committee directly decided to appoint and consolidate the Executive Committee, Standing Committee, Deputy Secretary, Secretary, Supervisory Committee, Chairman, Vice Chairman (Vice Chairman) Clause 2, Section 1 Part I, instructed No. 31-HD/BTCTW, dated April 23, 2025 of the Central Organizing Committee and part V of Appendix attached to Directive No. 45-CT/TW, dated April 14, 2025 of the Politburo.
Regarding personnel work ( transfer, rotation, appointment, nomination, nomination...): Requesting provincial and municipal Party committees to study and implement in accordance with the conclusions of the Politburo on personnel work (Conclusion No. 128-KL/TW, dated March 7, 2025 and Conclusion No. 150-KL/TW, dated April 14, 2025) and related regulations. In case of any problems or arising issues, the comrades should inform the Central Organizing Committee (through the Department of Personnel) for guidance on resolution according to regulations.
