In the 42nd session opening on February 5, 2025, the National Assembly Standing Committee will give opinions on two draft Resolutions of the National Assembly on the organizational structure of the Government for the 15th National Assembly term.
Another important draft resolution that will also be considered for comments is the National Assembly Resolution on the structure of the number of Government members for the 15th National Assembly term.
In 2021, the National Assembly issued Resolution No. 08 on the organizational structure of the Government of the current 15th National Assembly term, including 18 ministries and 4 ministerial-level agencies.
18 ministries include: Ministry of National Defense; Ministry of Public Security; Ministry of Foreign Affairs; Ministry of Home Affairs; Ministry of Justice; Ministry of Planning and Investment; Ministry of Finance; Ministry of Industry and Trade; Ministry of Agriculture and Rural Development; Ministry of Transport; Ministry of Construction; Ministry of Natural Resources and Environment; Ministry of Information and Communications; Ministry of Labor - Invalids and Social Affairs; Ministry of Culture, Sports and Tourism; Ministry of Science and Technology; Ministry of Education and Training; Ministry of Health.
4 ministerial-level agencies include: Ethnic Committee; State Bank of Vietnam; Government Inspectorate; Government Office.
The National Assembly then continued to issue Resolution No. 20 of 2021, deciding to restructure the number of Government members for the 15th National Assembly term to include 27 members.
Including: Prime Minister; 4 Deputy Prime Ministers; 18 Ministers corresponding to the 18 ministries mentioned above and 4 Heads of ministerial-level agencies corresponding to the 4 ministerial-level agencies mentioned above.
By August 2024, the National Assembly issued Resolution No. 143 to add 1 Deputy Prime Minister so that the Government of the 15th National Assembly term will have 5 Deputy Prime Ministers.
However, according to Minister of Home Affairs Pham Thi Thanh Tra, following the direction of the Central Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW, after the arrangement and merger, the Government's apparatus will be reduced by 5 ministries and 4 government agencies.
The Government apparatus will be streamlined from 30 to 21 units (9 units reduced) including: 13 ministries, 4 ministerial-level agencies and 4 agencies under the Government.
Including merging the Ministry of Planning and Investment and the Ministry of Finance; merging the Ministry of Transport and the Ministry of Construction; merging the Ministry of Natural Resources and Environment and the Ministry of Agriculture and Rural Development; merging the Ministry of Information and Communications and the Ministry of Science and Technology; merging the Ministry of Labor - Invalids and Social Affairs and the Ministry of Home Affairs.
"After streamlining units and adjusting the functions and state management tasks of ministries and ministerial-level agencies, the current overlapping problems have basically been resolved," Minister Pham Thi Thanh Tra informed.
According to the Minister of Home Affairs, implementing this plan, the Government's apparatus and internal organization of ministries, ministerial-level agencies, and agencies under the Government will reduce at least 15%-20% of internal organizational units (except for the Ministry of Public Security and the Ministry of National Defense, which will implement according to the decision of the Politburo), excluding organizations subject to consolidation and merger due to overlapping functions and tasks when implementing the plan to merge ministries.
With the above changes in the organizational structure of the Government, the draft Resolution of the National Assembly will be considered and commented on by the National Assembly Standing Committee in the 42nd session opening on February 5. It is expected that there will be many changes in the structure and number of Government members for the 15th National Assembly term.
