On the afternoon of November 26, discussing at the National Assembly, delegate Pham Dinh Thanh (Kon Tum delegation) said that in the face of the complicated developments in national security violations, with the main acts being propaganda against the Socialist Republic of Vietnam, the delegate requested that competent authorities, levels and sectors be proactive in monitoring, detecting and preventing activities that take advantage of cyberspace to sabotage the Party and the State.
In particular, it is recommended that the Government pay attention to directing and requesting authorities at all levels to focus on reviewing and fully implementing their responsibilities, to thoroughly resolve disputes and complaints, especially those related to land, religion, and ethnicity, and not allow bad elements to take advantage of distorting and opposing the Party and the State.
Delegates assessed that the work of preventing and combating negative corruption continued to be promoted drastically, synchronously and more completely. Many major economic corruption cases were investigated and tried promptly and strictly.
However, according to delegates, the Government's report and the Judiciary Committee's inspection report show that crimes of economic corruption and smuggling continue to develop complicatedly, with violations in planning, construction, energy, bidding, public asset procurement, and land use management emerging.
According to the delegate, an issue of particular concern to voters is that criminals, law violators and those involved in social evils tend to be younger; crimes and law violations committed by minors continue to increase.
The situation of young people gathering to use weapons and "hot" weapons to resolve conflicts, disrupt public order, and people under 18 years old committing serious and especially serious crimes has become complicated; the number of young people using synthetic drugs has increased; many illegal drug trafficking rings have appeared targeting young people, students, and pupils.
Faced with this situation, delegates suggested that it is necessary to conduct in-depth research and propose comprehensive solutions to mobilize the whole society to actively participate in the fight against crime and social evils, including the role of mass organizations, schools and especially families in managing children, and the role of parents in setting an example for their children to build moral character and awareness of law compliance for children right from their adolescence and childhood.
The delegate emphasized that this must be considered one of the most basic and important measures for early and remote prevention of criminal acts and social evils among young people, serving the general prevention work.
Faced with the increasingly high and urgent demands of the fight against social crimes, delegates unanimously proposed that the National Assembly and the Government pay attention to directing the review and have appropriate policies to adequately support resources and invest in advanced and modern equipment for the police, border guards, and coast guard, to better respond to the prevention, suppression, and fight against crimes.
Delegates also agreed to soon issue regulations on the mechanism to protect the people's public security force in the spirit of Resolution No. 12, dated March 16, 2022 of the Politburo, as proposed by the Government in the report submitted to the National Assembly at this session.
Meanwhile, delegate To Van Tam (Nghe An Delegation) said that it is necessary to evaluate and promote the role of people in the fight against corruption and negative practices; continue to perfect the legal mechanism to promote the role of people in this work.
Delegates said that it is necessary to research and pilot forms of reporting and denouncing corruption via telephone and hotlines in the current conditions of information technology development.
