Soon report to the Government to consider increasing the base salary in 2026

The Ministry of Home Affairs is presiding over and coordinating with relevant ministries and agencies to soon report to the Government for consideration and decision on adjusting the base salary increase in 2026.

The Ministry of Home Affairs has just responded to the recommendations of voters in Dong Nai province related to adjusting to increase the base salary, and at the same time having preferential treatment for cadres, civil servants, and public employees (CBCCVC) at the provincial, commune, and ward levels to feel secure in their work.

Regarding this issue, the Ministry of Home Affairs said that, implementing the tasks assigned by the Politburo in Conclusions 174, 186, 206, the Ministry of Home Affairs has chaired and coordinated with relevant ministries and agencies to submit to the Government for promulgation Decree 07/2026 amending and supplementing a number of articles of Decree 204/2004 on the salary regime for CBCCVC and armed forces (LLVT) amended and supplemented by Decree 76/2009, Decree 14/2012, Decree 17/2013, Decree 117/2016.

The Minister of Home Affairs issued Circular 23/2025 amending and supplementing a number of contents of Joint Circular 11/2005 guiding the implementation of regional allowance regimes and Circular 24/2025 amending and supplementing a number of contents of Circular 09/2005 of the Minister of Home Affairs guiding the implementation of special allowance regimes for CBCCVC and LLVT.

This is to promptly implement some types of allowances for CBCCVC and LLVT after arranging the organizational structure and organization of local government at 2 levels.

Based on the provisions of Resolution 265/2025 of the National Assembly and the assigned tasks in Decision 260, opinions in Document 38/2026 of the Prime Minister, the Ministry of Home Affairs is presiding over and coordinating with the Ministry of Finance and relevant ministries and agencies to soon report to the Government for consideration and decision on adjusting some types of allowances and increasing the base salary in 2026, including commune-level cadres and civil servants.

This content ensures compliance with economic growth and the capacity of the state budget to improve the lives of CBCCVC, LLVT and workers.

In addition to the above issue, voters in Dong Nai province also proposed to soon build a special salary mechanism for commune-level civil servants, in the direction of having a allowance coefficient suitable to the workload and specific conditions of urban, mountainous, and island areas.

At the same time, consider increasing responsibility allowances and concurrent allowances for commune-level civil servants who regularly have to undertake many areas of work at the same time, and reform salaries so that cadres and civil servants in general and commune-level civil servants in particular can feel secure in their work.

Regarding this issue, the Ministry of Home Affairs said that in Conclusion 64 of the 8th Plenum of the 13th Central Committee on socio-economics in 2023 - 2024 and Resolution 104/2023 of the 15th National Assembly on the 2024 budget estimate, the Ministry of Home Affairs chaired and coordinated with relevant ministries and agencies to report to competent authorities on the implementation of 6 contents of salary reform according to Resolution 27 from July 1, 2024.

Accordingly, the Politburo issued Conclusion 83, the National Assembly issued a resolution and the Government issued Decree 73/2024 adjusting the base salary from 1.8 million to 2.34 million VND/month (up 30%) from July 1, 2024.

In Conclusion 83, the Politburo assigned the Central Economic Committee (now the Central Policy and Strategy Committee) to preside over the preliminary review of Resolution 27.

In which, coordinate with the Party Committee of the Ministry of Home Affairs, relevant departments, ministries, and branches to study and evaluate the suitability, feasibility and propose the implementation of 5 salary scales and 9 new allowance regimes of the public sector to be appropriate for submission to the Central Government for consideration in 2026 when the Politburo promulgates and implements the system of job position lists in the political system.

The Ministry of Home Affairs will report to competent authorities to consider proposing a salary regime to be appropriate according to the roadmap in Conclusion 83 of the Politburo on salary reform.
