5 days to report to Deputy Prime Minister on salary policy reform

The Ministry of Home Affairs must propose specific options for salary policy reform according to the roadmap, and directly report to the Deputy Prime Minister on March 30, 2026.

The Government Office has just issued Notice No. 143/TB-VPCP concluding the meeting of Deputy Prime Minister Pham Thi Thanh Tra on reviewing tasks for the first 3 months of 2026 and deploying tasks from now until the end of 2026 of the Ministry of Home Affairs, according to the Government Electronic Information Portal on March 5.

The concluding notice clearly states that after nearly 3 months of implementing the tasks for 2026, the Ministry of Home Affairs has initially completed the tasks related to the work of building and institutional policies: (i) Submitting to the Government to submit to the National Assembly the Draft Law amending and supplementing a number of articles of the Law on Emulation and Commendation, (ii) Submitting to the Government to issue 5 Decrees and 2 Resolutions, (iii) Submitting to the Prime Minister to issue 6 Decisions, (iv) The Minister of Home Affairs to issue 2 Circulars according to his authority.

Notably, to ensure the effective implementation of the tasks assigned by the Politburo, the Secretariat, the Government, and the Prime Minister, the Deputy Prime Minister requested the Ministry of Home Affairs to prepare carefully in the coming time, propose specific options for implementing salary policy reform according to the roadmap, and directly report to the Deputy Prime Minister on March 30, 2026.

Regarding the task of building and perfecting institutions, the Deputy Prime Minister requested the Ministry of Home Affairs to review the tasks on institution building in 2026 of the Ministry of Home Affairs; in necessary cases, promptly propose to competent authorities to consider and decide on the amendment and supplementation of legal normative documents in addition to the assigned tasks; ensure synchronization, unity, and at the same time fully cover the contents of decentralization, delegation of power, and decentralization of authority in state management in the field of internal affairs.

Completing the assigned tasks on time, not allowing delays and delays to occur in institutional building.

The Deputy Prime Minister also requested the Ministry of Home Affairs to first urgently complete and submit to the Government a series of Decrees guiding the Law on Civil Servants (completed before April 30, 2026); Decree on adjusting the base salary for cadres, civil servants, public employees, armed forces and related subjects from July 1, 2026 (completed on May 30, 2026); Decree regulating the organization of activities of villages and residential groups and some regimes and policies for non-specialized workers in villages and residential groups (completed on April 30, 2026).

Previously, at a meeting with voters and candidates for the 16th National Assembly, Deputy Prime Minister Pham Thi Thanh Tra said that salary reform is a common desire of voters nationwide. However, salary adjustments must be implemented according to a roadmap suitable to economic conditions, budget capacity and financial resources.

In the immediate future, it is expected that from July 1, 2026, the base salary will be temporarily adjusted to increase by about 8%, and at the same time continue to summarize the implementation of Resolution 27-NQ/TW to build a roadmap for salary reform in the next phase.
