On the afternoon of August 3, reporting at the regular Government Meeting in July 2026, Member of the Party Central Committee, Minister of Finance Ngo Van Tuan said that the macroeconomy is basically stable, inflation is controlled. The CPI index in July decreased by 0.1% compared to the previous month; the average of 7 months is estimated to increase by 4.39% compared to the same period, within the scope of the target for the whole year.
The supply of gasoline, oil and electricity is guaranteed; gasoline and oil prices continue to be maintained at a low level compared to the region thanks to tax and fee solutions... ; maintaining stable electricity prices while electricity demand reaches a record level.
State budget revenue in 7 months is estimated at 1.83 million billion VND, reaching 72.5% of the estimate and an increase of 16%; about 131.6 thousand billion VND has been exempted and reduced and about 42 thousand billion VND of taxes and fees have been extended... ; the allocation plan has been decided and the notification of the medium-term public investment plan of central budget capital with a capital of over 2.63 million billion VND has been completed.
Disbursement of public investment capital in 7 months reached 425.3 trillion VND, reaching 41.9% of the plan, compared to the same period last year, it is 86.8 trillion VND higher in absolute terms and about 3.6% in percentage.
Registered FDI capital in 7 months reached 38.06 billion USD, up 50.9%; realized FDI capital reached 15.2 billion USD, up 11.8%. Import and export in 7 months is estimated at 659.6 billion USD, up 28.1%.
Besides the achieved results, the Ministry of Finance also pointed out some difficulties, challenges and limitations.
Projects continue to face local labor shortages; labor and raw material prices increase sharply. The weather in July is unfavorable, affecting the disbursement progress. The disbursement progress of key projects has not improved; some ministries, branches and localities have proposed to return large volumes of central budget capital.
There are still 5 ministries, sectors and localities with disbursement rates below 10% or have not yet disbursed. Lending interest rates continue to increase; the banking system continues to face liquidity pressure, especially when credit tends to increase at the end of the year.

In the coming time, the Ministry of Finance proposes a number of key tasks:
Regarding fiscal policy, continue to effectively implement policies on taxes and fees to support people and businesses; flexibly adjust taxes on gasoline and aviation fuel in accordance with the actual situation.
Ministries, branches and localities ensure 100% disbursement of public investment capital plans.
Regarding monetary policy management, the State Bank of Vietnam ensures the stability of the monetary and foreign exchange markets and the liquidity of the economy; directs credit institutions to continue to reduce costs, implement solutions to stabilize the general level of interest rates; flexibly manage credit growth limits; expand the access to credit of enterprises; control credit for potentially risky areas.
The Ministry of Industry and Trade coordinates with the Ministry of Finance to proactively implement solutions to manage domestic gasoline and oil prices; ensure that oil refineries operate safely and stably, maintain circulating reserves according to regulations, and prevent supply disruptions.
The Ministry of Health and localities guide the coordination between periodic health check-ups and other health check-up activities and health insurance medical examination and treatment to effectively and practically implement them, avoiding waste and duplication.
The Ministry of Home Affairs and localities well implement the policy of salary increases for commune-level officials and civil servants after being approved. The Ministry of Agriculture and Environment, the Ministry of National Defense, the Ministry of Public Security and localities are proactively ready to respond promptly and support people to overcome the consequences of natural disasters.
