On June 7, the Ministry of Justice informed about the results of the consultation with the People, sectors and levels on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution.
Accordingly, Minister of Justice Nguyen Hai Ninh said that the approval rate for the contents of the draft Resolution reached 99.75%.
"This has affirmed that the policy of amending and supplementing a number of articles of the 2013 Constitution has correctly demonstrated the "pathy of the Party and the people", reflecting the high consensus and unity of all classes of people, sectors and levels" - Minister Nguyen Hai Ninh said.
Around the issue of constitutional techniques to receive attention, Minister Nguyen Hai Ninh shared: The Government said that it is necessary to continue reviewing to ensure the draft resolution has just institutionalized in accordance with the Party's big guidelines and orientations, and meet the requirements of renewing the legal thinking (Constitution and laws that need to focus on basic contents under the authority of the National Assembly), ensuring the long -term and long -term stability of the Constitution.
Although the scope of this amendment to the Constitution is not a comprehensive amendment, it is still necessary to ensure a modern, scientific approach and constitutional techniques to meet the requirements of sustainable development of the country.
"Through the process of synthesizing opinions from the People, sectors and levels, we see that, in addition to the 8 Articles expected to be amended and supplemented in the draft Resolution, agencies, ministries, branches and localities also proposed that the Draft Committee amend and supplement a number of articles of the 2013 Constitution to amend and supplement a number of other contents.
However, in a short time conditions, the Government unified only focus on amending the regulations related to the two -level local government organization and arranged and streamlined the Vietnam Fatherland Front Agency, socio -political organizations, mass associations assigned by the Party and State to implement the Party's policy. Other contents should continue to be thoroughly researched and proposed to amend and supplement at the appropriate time, "the Minister said.
The Minister added that the organization of collecting opinions on the draft Resolution has been implemented seriously, publicly, democratically, scientifically, and on schedule by ministries, branches, and localities, closely following Plan 05/KH-UBDTSDBSHP of the Draft Committee amending and supplementing a number of articles of the 2013 Constitution, directed by the Government.
The process of organizing the consultation strictly complies with the direction of competent authorities, ensuring the leadership of Party committees at all levels, promoting the responsibility of the head and coordination between agencies and organizations.
The forms of consultation used are very rich and diverse. According to statistics, the total number of conferences to deploy, disseminate and conferences, seminars, and discussions to collect opinions on the draft Resolution have been held is more than 288,000.
In particular, as of May 29, 2025, according to statistics from the Ministry of Public Security, more than 20 million people have participated in giving comments on the VNeID application.
Sowing public opinions on the VNeID application has facilitated people to participate in contributing opinions directly, quickly and effectively, both ensuring publicity, transparency and convenience for people to comment and participate in policy development at any time and location, while further affirming the policy of digital transformation and application of national population databases in many important tasks of the country.
