On the morning of June 4, the National Assembly Standing Committee gave its opinion on the reception, explanation, and revision of the draft Law on Chemicals (amended).
Speaking, Vice Chairman of the National Assembly Nguyen Khac Dinh said that the definition of chemicals in this law is those created by humans from natural materials or artificial materials. However, there will be chemicals that are not created by humans leading to chemical incidents, so the regulation as in the draft is not comprehensive.
The Vice Chairman of the National Assembly cited evidence that acid rain was not caused by humans, how should this incident be managed and remedied?

Therefore, the Vice Chairman of the National Assembly suggested that this law should be more open, not just created by humans to be chemicals. Because chemicals are chemical formulas, whether created by humans or nature. When these chemicals affect human life, this law must be adjusted.

Politburo member and National Assembly Chairman Tran Thanh Man proposed to continue reviewing the draft law. What content can continue to be reduced will be reduced to make the law concise and clear. In which, the Government is strongly empowered and decentralized to issue decrees and ministries issue circulars.
The National Assembly Chairman said that it is necessary to go deeper to strengthen safety management and environmental protection. Because when talking about chemicals, many people will immediately think of toxic substances, additives, and places that produce chemicals. In which, rice farmers, fruit trees, vegetables... also use chemicals.
Therefore, it is necessary to regulate more strictly the purchase, sale, transportation, and import of chemicals of unknown origin. It is necessary to supplement criteria for toxic chemicals, preventive measures, and response to chemical incidents. This is extremely important for State management.
Typically, in the area, specialized management ministries or localities need to clearly stipulate that when a problem occurs, there will be people with primary responsibility.
One issue mentioned by the National Assembly Chairman is the simplification of administrative procedures. Assess the impact of procedures such as granting certificates, chemical consultation, etc. to avoid causing difficulties for businesses.
The National Assembly Chairman proposed to add Resolution 57-NQ/TW and Resolution 68-NQ/TW to the law. In which, current administrative procedures are an extremely important issue, key for business development. Which procedures of ministries, provincial levels, commune and ward levels... need to be clear and specific.
The National Assembly leader also proposed strengthening regulations on prohibited acts. Supplementing prohibited acts related to chemicals of unknown origin, exceeding the permitted threshold, smuggling. In which smuggling will be by many routes such as air, road, sea... so there must be regulations to coordinate between authorities.
At the same time, there needs to be support for the chemical industry. It is necessary to review relevant laws in the direction that what is in this law is not in other laws and vice versa.
"Because of the shortcomings, this time we must amend the Law on Chemicals. When amending, what is inadequate is to calculate the amendment to increase the life of the law. Do not let the law be passed without one place or another," the National Assembly Chairman noted.
