On the morning of June 3, chaired by Politburo member and National Assembly Chairman Tran Thanh Man, the National Assembly Standing Committee opened its 46th session.
Speaking at the opening of the meeting, the Chairman of the National Assembly said that the first phase of the 9th session ended, the National Assembly passed 8 resolutions, of which the prominent resolution of the amendment and supplementation of a number of articles of the 2013 Constitution and the Resolution established the drafting committee to revise the Constitution.
These are decisions of special significance, laying the foundation for the process of amending the Constitution in a systematic, cautious and comprehensive manner, meeting the requirements of national development in the new period.
The National Assembly also passed a Resolution on shortening the term of the 15th National Assembly and People's Councils at all levels for the 2021-2026 term, fixing the election date... creating a political and legal basis for the timely implementation of socio-economic development tasks.
At this session, the National Assembly Standing Committee will give opinions on the acceptance, explanation, and revision of 28/31 draft laws and resolutions discussed in the first session of the session scheduled to be submitted to the National Assembly for approval in the second session.
This is a huge amount of work, covering many areas, requiring a thorough working spirit, high responsibility, and close coordination between submitting agencies, appraisal agencies, and relevant agencies.
At the same time, give initial opinions on the contents submitted to the National Assembly in the second session, including: Law amending and supplementing a number of articles of laws in the defense sector; Resolution of the National Assembly on amending or abolishing the mechanism for financial management and special income of state administrative agencies and units; Project to reorganize provincial-level administrative units in 2025.
According to the Chairman of the National Assembly, recently, the Politburo met and concluded that this phase was assigned the Government and the Ministry of Construction in collaboration with the Committee for Science, Technology and Environment through the revised railway law (shortened at a meeting) instead of the National Assembly's resolution on piloting a number of specific mechanisms and policies to invest in developing the railway system.
" whatever can be included in this entire resolution will be included in the law for approval at this session," said the National Assembly Chairman.
The National Assembly Chairman requested that the submitting agencies, inspection agencies and related units closely coordinate, clarify the contents with many opinions, ensure that each document approved is truly convincing and feasible in practice.
The Standing Committee also reviews and approves other contents under its authority, including other resolutions to implement the Law amending and supplementing a number of articles of the Law on the Organization of the National Assembly; approving in principle the resolutions on the arrangement of commune-level administrative units in 2025.
Another important content is the investment policy for the Ho Chi Minh City Ring Road 4 investment project, which has been included in the session agenda and is expected to be submitted to the National Assembly for consideration and decision at the beginning of the second phase.
The National Assembly Chairman stated that the 46th session has a large workload and many complex contents, requiring careful preparation and close coordination between agencies.
Each content is considered not only to improve the legal system, but also to contribute to creating new momentum for the development of the country and ensuring the smooth operation of the state apparatus in the new context.
According to the National Assembly Chairman, currently the agencies have a lot of work, focusing on removing obstacles and focusing on streamlining the apparatus. In which, there are 3 major contents including: Merging communes; when the revised and supplemented Constitution is passed, the activities of the district level will end; merging provinces according to the announced program.
