With the spirit of solidarity and unity, deep and broad innovation, drastic action and the highest political determination, we will definitely overcome all difficulties and challenges, promote the strength of great national unity associated with the strength of the times, realize the two 100-year strategic goals, and bring the country steadily into a new era - an era of rich and strong development, prosperity, civilization, and happiness, steadily moving towards socialism.
Looking back at the 2021-2025 term, the entire Party, people, and army have shown resilience, overcome "storms", cherished every opportunity, and made unremitting efforts to achieve very important achievements in the cause of building and protecting the Fatherland. In the context of rapid and complex world changes, many unprecedented issues, exceeding forecasts, fierce strategic competition, conflicts occurring in many places, especially the COVID-19 pandemic, natural disasters, storms, floods, and climate change causing very serious consequences; under the leadership of the Central Executive Committee, directly and regularly the Politburo, the Secretariat, headed by the General Secretary (formerly Mr. Nguyen Phu Trong and current Mr. To Lam); the Government, the Prime Minister, all levels, sectors, and localities have made outstanding efforts, closely followed reality, focused on leading and directing the drastic, flexible, and effective implementation of Resolutions and Conclusions of the Central Government, the Politburo, the Secretariat, and the National Assembly. With the motto "The Party has directed, the Government is unified, the National Assembly agrees, the People support, the Fatherland expects, international friends help, then only discuss doing, not backing down", "what has been said is done, what has been committed must be implemented; what has been done, what has been implemented must be effective", we have "turned the danger into opportunity", "turned the situation, changed the status" and achieved many important, comprehensive, and overarching achievements in all fields[1], of which the most prominent is: Successfully controlling the COVID-19 pandemic with the spirit of "Putting the health and life of the People first and foremost", while promoting socio-economic recovery and development (SOE). The economy has shown resilient resistance, achieving growth rates among the highest in the region and the world[2] while still maintaining macroeconomic stability, controlling inflation well, ensuring major balances of the economy; public debt, government debt, and state budget deficit are lower than the prescribed limit. Strategic breakthroughs are implemented drastically and effectively, contributing to creating and opening up new development space in the direction of "open institutions, smooth infrastructure, smart governance"[3]. The development of science and technology, innovation and national digital transformation are implemented drastically[4]. Many outstanding issues that have lasted for many years are focused on handling, contributing to combating wastefulness and releasing resources for development[5]. Cultural and social fields have made progress in both awareness, action and results; social security policies, care for people with meritorious services and poverty reduction are comprehensively and effectively implemented and achieved many outstanding results with the spirit of "leaving no one behind"[6]; the poverty rate decreased to about 1.3%; the material and spiritual life of people continues to improve[7]. Decisively and effectively implementing the revolution to rearrange the country, streamline the apparatus of the political system, organize local government at 2 levels associated with promoting administrative procedure reform, decentralization, and delegation of power[8], as General Secretary To Lam affirmed: "The decision to "rearrange the country" is a historical step of strategic significance, marking a new stage in the development of the cause of perfecting the state administrative apparatus". Inspection, examination, and anti-corruption, wastefulness, and negativity are promoted. National defense, security, and strategic autonomy potential are consolidated and strengthened; priority is given to allocating investment resources for national defense and security, the largest ever; political and social stability; security and order are maintained. Foreign affairs and international integration are bright spots, achieving many important achievements[9]; Vietnam's position and prestige in the international arena are enhanced; maintaining a peaceful and stable environment for national development.

From the practical work of leadership, direction, and administration, we can draw 5 valuable lessons learned for the next development journey of the country: First, the correct and wise leadership of the Party is the leading factor determining all victories of the Vietnamese revolution; drastically, proactively, flexibly, and creatively implement the guidelines, policies of the Party and State; firmly grasp the situation, respond to policies promptly, appropriately, and effectively, especially for new, difficult, and unprecedented issues. Second, constantly consolidate and strengthen solidarity, promote the strength of Party-wide solidarity, people-wide solidarity, national solidarity, solidarity from top to bottom, international solidarity, and at the same time must have high determination, great effort, and drastic action. Third, the People make history, the strength originates from the People, taking people as the center, as the subject, as the goal and as the most important resource and driving force for development, building the people's firm belief in the leadership of the Party and the State. Fourth, combining national strength with the strength of the times; taking internal strength as fundamental, strategic, long-term, decisive; external strength is important, necessary, breakthrough; must look far, look broad, think deeply, do big; value time, intelligence and decisiveness at the right time. Fifth, promote decentralization and delegation of power in parallel with resource allocation, improve implementation capacity, strengthen inspection, supervision, and control of power; assign tasks according to the spirit of "6 clear: clear people, clear tasks, clear responsibilities, clear authority, clear time, clear results".
In general, in a context of more difficulties and challenges than opportunities and advantages, especially the "double impact" of external adverse factors and internal limitations and inadequacies that have lasted for many years, the achievements of the period 2021-2025 are very important and worthy of respect and pride, highly appreciated by the people and the international community; especially we have maintained "warm inside, smooth outside", consolidated and strengthened the people's firm belief in the Party and State; continued to create a trend of innovation; created momentum for rapid and sustainable development; created a comprehensive and inclusive development force; created a new atmosphere to bring the country firmly into a new era.

Entering 2026, the first year of the 2026-2030 term with a particularly important meaning, is a period of national transformation, entering a new era of development in the context of the development of the situation, the world situation is forecast to continue to change rapidly, complicatedly, and unpredictably. The trend of separation, fragmentation, and multipolarity changes, even breaks many laws that have shaped the world order after many decades; strategic competition between major countries continues to become increasingly fierce and complex; global supply chains, trade, and investment fluctuate strongly; the explosive development of new technologies has a profound impact on many aspects; non-traditional security factors, epidemics, natural disasters, and climate change continue to develop abnormally, causing serious consequences; while our country is still a developing country, the economy is in the process of transformation, the scale is still modest, the openness is high, and competitiveness and resilience need to be further consolidated and strengthened. In particular, from the end of February 2026, the military conflict broke out and spread in the Middle East and has been impacting and heavily affecting many countries, regions and the global economy[10]; but this must also be seen as an opportunity to restructure the economy towards green, digital, fast and sustainable.
The 14th National Party Congress set out the goal and requirements for the 2026-2030 term to maintain a peaceful, stable environment, rapid and sustainable development of the country and firmly protect the socialist Vietnamese Fatherland; strive for double-digit economic growth; constantly improve and comprehensively enhance people's lives; strategic autonomy, self-reliance, confidence, and strong progress in the new era of the nation; successfully implement 02 100-year strategic goals, for a peaceful, independent, democratic, prosperous, civilized, and happy Vietnam, firmly moving towards socialism. The consistent guiding viewpoint is to persistently and creatively apply Marxism-Leninism, Ho Chi Minh's ideology and theory on the Party's renovation guidelines; persistently pursue the goal of national independence associated with socialism; maintain strategic autonomy, and at the same time constantly innovate thinking, models and development methods to bring the country to rapid and sustainable development with the motto of development for stability and stability to promote development; strongly awaken patriotism, aspiration for development, spirit of solidarity, will to be self-reliant, confident, self-reliant, self-strengthening, and national pride; promote the cultural and human strength into an internal resource and a strong driving force for development. At the recent 14th Central Committee Conference, Comrade General Secretary To Lam summarized and emphasized 05 important tasks of the term on: (1) Political and ideological work in the Party with "04 steadfastnesses" [11]; (2) Two-digit economic growth goals; (3) Promoting the strengths of the 2-level local government model; (4) Inspection, supervision, power control and fight against corruption, waste and negativity; (5) Ensuring national defense, security, foreign affairs, and international integration in the new period. In which, two-digit economic growth is an objective requirement from the requirements of national development in the new period and the aspiration to rise up of the entire nation with "04 core principles"[12]. At the same time, to create "motivation of motivation" for development, the Central Government will soon develop a Resolution on the model of national development in the new period based on science, technology, innovation and digital transformation. In the era of innovation and creativity, it is necessary to change thinking, transform the state from passive resistance to proactive adaptation, turning danger into opportunity, effectively controlling risks into competitive advantages for the economy. Unlock, mobilize and effectively use all resources, maximize creativity, sense of responsibility, effort, and highest determination with new thinking, new ways of doing things and breakthrough solutions to achieve double-digit growth goals. The practical experience of the region and the world shows that countries that want to overcome the middle-income trap and become high-income countries all have periods of high-speed economic growth, reaching double-digit levels[13], associated with promoting industrialization, modernization, strong investment in education and training, science and technology, strategic infrastructure and deep integration into the global value chain. For our country, this is a strategic goal that must be achieved, but also full of challenges, requiring both maximizing and renewing traditional growth drivers such as investment, consumption and export, and strongly promoting new growth drivers, in which science and technology, innovation, digital transformation, and green transformation are the foundation and play the main role; at the same time, focusing on effectively exploiting the new development space after arranging administrative units, streamlining the organizational structure, and implementing 2-level local government. In particular, high growth must be associated with maintaining macroeconomic stability, controlling inflation, ensuring major balances of the economy, contributing to creating a solid foundation for the rapid and sustainable development of the country in the new era.

In the context that the world situation is forecast to be still complicated and unpredictable, we need to continue to closely monitor and firmly grasp the situation, strengthen the capacity to analyze and forecast, proactively have solutions to "turn the situation, change the status quo", respond promptly, flexibly, and effectively in all fields, minimize negative impacts and influences from outside[14]; at the same time, consolidate and strengthen the country's strategic self-reliance capacity and consistently implement the policy of building an independent and self-reliant economy associated with proactive and active deep, substantive and effective international integration. Continue to implement a reasonable, focused and key expansion fiscal policy; coordinate synchronously and harmoniously with proactive, flexible, timely and effective monetary policy to both maintain macroeconomic stability, control inflation according to set goals, and contribute to removing difficulties for production and business, supporting business development and promoting growth. Promote disbursement of public investment capital; take public investment to lead and activate private investment in strategic infrastructure, energy transformation, logistics, digital infrastructure...; rationally exploit and use public debt surplus and state budget deficit to mobilize more resources for development investment. Improve the quality, efficiency and competitiveness of service industries; build high-quality service and tourism centers, making tourism truly become a spearhead economic sector; strongly develop international financial centers, new generation free trade zones, large logistics centers associated with airports, international transshipment seaports, and major international border gates. Promote the economic restructuring of agriculture and rural areas towards high-quality development, promote green, ecological, circular, value chain, and effective transformation; focus on developing large commodity production areas with high added value, deep processing centers for agriculture, forestry, and fishery products in the direction of "green agriculture - clean products - high technology - sustainable markets". Focus on developing cultural and social fields, ensuring social progress and justice, social security, and improving people's lives. Closely link, harmonize, and ensure cultural and social development on par with economic development and all people enjoy the fruits of the renovation and development process of the country. Cultural development truly becomes a foundation, endogenous strength, and driving force for rapid and sustainable development; building an advanced Vietnamese culture imbued with national identity, unified in diversity; effectively implementing Resolution No. 80-NQ/TW of the Politburo on cultural development of Vietnam; focusing on internationalizing national cultural identity and nationalizing the quintessence of world culture; strongly developing cultural industry, entertainment industry, and creative economy. Encourage the development of a system of institutions and organize cultural activities in a practical and effective direction, taking the grassroots area and people as the center, narrowing the gap in access and enjoyment of culture between regions, between strata of people. Pay more attention to environmental protection, disaster prevention and control, and adaptation to climate change. Improve the efficiency of management, exploitation and effective use of land, resources, and important minerals, especially forest resources, marine resources, water resources, and rare earths... Resolutely and synchronously implement environmental protection solutions in both urban and rural areas, prevent biodiversity decline, protect and restore ecosystems; fundamentally overcome serious environmental pollution in large cities, craft villages, and rivers; strive for the percentage of days in the year with a good and average air quality index (AQI) in special urban areas to reach 75 - 80%; promote green transformation, reduce greenhouse gas emissions, towards the goal of net zero emissions by 2050. Focus on effectively implementing programs and projects to prevent and combat natural disasters, respond to climate change, especially sea level rise, landslides, saltwater intrusion, and freshwater shortage in the Mekong Delta region; prevent and combat floods and landslides in the midlands and mountainous areas; handle flooding and waterlogging in large cities. Each policy decision today not only solves immediate problems, but also shapes the position and future of the country in the coming decades. Looking back at the 5-year journey, although facing unprecedented "reverse winds", but with the spirit of serving the people and the country, the steadfastness in the guidelines and the bravery and determination in direction and administration, we have calmly and confidently "turned danger into opportunity", "turned nothing into something, turned difficulty into something, turned the impossible into something", turned challenges into motivation, achieved important, comprehensive, respectable and proud achievements, leaving a deep mark in the country's development process. Entering the next 5-year term, although the world context still has many complex and unpredictable developments, but with the position and strength accumulated over 40 years of Doi Moi, with the bravery, intelligence and aspiration for development of the entire nation; with the drastic involvement of the entire political system, the solidarity, joint efforts, and consensus of compatriots and soldiers nationwide under the leadership of the Party, directly and regularly the Politburo, the Secretariat, headed by General Secretary To Lam, we will definitely overcome all difficulties and challenges, successfully implement the Resolution of the 14th Party Congress, achieve 02 100-year strategic goals with a consistent viewpoint of double-digit growth associated with the quality of growth and sustainable development, realizing the aspiration to develop a powerful and prosperous country, on par with the five continental powers, as beloved President Ho Chi Minh always wished.

Completed 3,345 km of expressways, 458 km of intersections and access roads (exceeding 345 km compared to the target set by the 13th Congress) and 1,711 km of coastal roads (the target is 1,700 km); basically completed the connection of the North-South expressway axis in the East from Cao Bang to Ca Mau; inaugurated and put into operation many airports and seaports...
[4] In 2025, 5G coverage reached 91.2% of the population; mobile Internet speed ranked in the top 20 in the world, up 50 places compared to 2020; operating an inland fiber optic cable line (3,900 km long), connecting with 05 ASEAN countries. E-commerce growth reached 25%/year, e-commerce scale reached about 36 billion USD, 3 times higher than in 2020.
[5] Removing obstacles, putting into operation nearly 1,200 projects with a total value of 675 trillion VND. Directing the review, classification, and proposal to competent authorities to continue handling nearly 3,000 projects of all kinds with a total capital of millions of billions of VND and a land use scale of hundreds of thousands of hectares.

[7] Vietnam's Human Development Index (HDI) reached 0.766, ranking 93/193; Happiness Index increased 37 places, from ranking 83 in 2020 to ranking 46 in 2025.

[14] Faced with the Middle East crisis, which is forecast to continue to be complicated, we need to continue to synchronously implement solutions to ensure supply and demand balance, absolutely preventing shortages and disruptions in the energy supply chain (including gasoline, oil, electricity, coal, gas); operate safely, optimize the capacity of domestic oil refineries; manage gasoline prices, taxes, and related fees appropriately; strengthen inspection and supervision, prevent speculation, hoarding, policy profiteering, and unreasonable price increases. In the long term, it is necessary to focus on implementing energy conversion solutions, improving strategic reserve capacity, building a smart and efficient energy management system; forming a large-scale national crude oil reserve system; strengthening cooperation, diversifying supply sources from stable markets, helping to minimize risks...
