This morning (November 25), at the Party Central Committee Headquarters, under the chairmanship of General Secretary To Lam, the 13th Party Central Committee Conference solemnly opened, considering many important contents within its authority.
At this conference, the Central Committee will focus on discussing, reviewing and deciding on issues such as the policy of implementing and summarizing Resolution 18-NQ/TW of the 12th Party Central Committee, some issues on continuing to innovate and reorganize the political system to be streamlined and effective; on restarting the Vietnam Nuclear Power Program and continuing to study the Ninh Thuan Nuclear Power Project, considering disciplining Party members who have committed violations and shortcomings, and considering allowing some comrades to resign from their positions as members of the 13th Party Central Committee, and introducing the completion of some leadership positions in State agencies.
Continue to arrange and perfect the organization of the political system.
According to VOV, in his opening speech at the conference, General Secretary To Lam suggested two issues for the Central Committee to consider, discuss and decide on, which are the policy of promptly and comprehensively summarizing Resolution No. 18-NQ/TW and continuing to arrange and perfect the organization of the political system to be streamlined and operate effectively and efficiently, especially at the Central level.
According to the General Secretary, the issue of streamlining the political system's organizational apparatus has been mentioned in many Party Congresses and during the 12th Party Congress, Resolution 18-NQ/TW was issued on innovating and rearranging the political system's organizational apparatus to operate more effectively and efficiently.
Emphasizing that continuing to innovate and reorganize the political system is an urgent requirement of the practical situation, General Secretary To Lam stated that at a recent meeting, the Politburo had agreed on strong political determination to promptly and comprehensively summarize Resolution No. 18-NQ/TW as a basis for reporting to the Central Committee to have strong policies to continue to reorganize and perfect the political system's apparatus, first of all the central agencies.
The General Secretary said that identifying this as a task that must be done quickly and completed before the 14th National Party Congress, Party members and people, including former Party and State leaders, all strongly support and wish that this policy will soon be implemented in a drastic, synchronous and methodical manner, creating a revolutionary breakthrough in organizational structure to meet practical requirements.
Immediately after the Politburo's policy, the work was actively implemented with the spirit of "building the plane while flying". The Politburo established the Steering Committee to summarize Resolution No. 18-NQ/TW, issued the Regulations on assigning responsibilities for the implementation plan, and guided ministries, branches, and localities to conduct the summary according to the outline and with specific directions.
"This is a particularly important issue, affecting the country's development, the feelings and interests of cadres, party members, civil servants and public employees in the political system. Therefore, the Politburo reports to the Central Committee on the policy of implementing the summary to unify issues on orientations, specific roadmap steps, summary results and specific proposals on streamlining and organizing the apparatus of the political system. It is recommended that the Central Committee focus on giving opinions on these important issues, thereby creating high unity and consensus in the entire political system and determination to implement the arrangement of the apparatus and political system in accordance with the set goals and requirements to meet the development requirements of the country in the new situation" - the General Secretary stated.
National energy infrastructure development needs to be one step ahead
Regarding the policy of restarting research and development of nuclear power and the Nuclear Power Plant in Ninh Thuan, the General Secretary said that the development of national energy infrastructure is an important issue that needs to be one step ahead to promote socio-economic development. With a vision of developing the country in the new era to realize the country's development goals by 2030-2045, the GDP growth rate must be higher than present, reaching double digits and maintained continuously.
"Therefore, with this requirement, we see an immediate shortage of energy even after implementing Power Plan 8; therefore, restarting research on the use of nuclear power is very necessary to prepare for the future," said the General Secretary.
At this Central Conference, the Politburo will also report and submit to the Central Committee for decision a number of issues on personnel work within its authority.
