The machine is cumbersome and the budget is very expensive.
Recently, the Central Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW, dated October 25, 2017 of the 12th Central Executive Committee on "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently" (Steering Committee) held its first meeting.
At the meeting, General Secretary To Lam noted that, based on the established principles, we will continue to study and absorb the opinions of the members of the Steering Committee, the opinions of agencies and units through the summary; the opinions of experts, scientists, cadres, and refer to foreign experiences... to specifically propose the streamlining of Party committees, ministries, ministerial-level agencies, agencies under the National Assembly, and organizations. At the same time, we will proactively study the internal model of each agency after merger and consolidation.
Content related to the arrangement and organization of the political system is receiving much public attention.
Speaking to Lao Dong, Associate Professor Dr. Ngo Thanh Can - senior lecturer, National Academy of Public Administration - said that arranging a lean, compact, and strong apparatus is an urgent requirement of reality. Because a cumbersome apparatus is very costly to the budget.
Recently, the Central Committee, the Government, and the National Assembly have also raised the issue of studying and summarizing Resolution 18-NQ/TW of the 12th Central Executive Committee. This is a great determination of the Party and State in this matter.
Reduce the number of leads and intermediate levels.
According to Associate Professor Dr. Ngo Thanh Can, many experts and researchers have also raised the issue of researching the overall model and organizing a lean, compact, strong apparatus, reducing focal points and intermediate levels.
"For example, in the past terms, in the Government, we have maintained an apparatus with 18 ministries and 4 ministerial-level agencies. The Government's apparatus has been basically stable, bringing many results in socio-economic development. However, organizing and arranging a lean, compact, and strong apparatus is a trend and a requirement of reality. That requires us to continue to research and propose more effective arrangements and organization of the apparatus" - Associate Professor, Dr. Ngo Thanh Can said.
According to Mr. Can, many opinions also suggest that we need to review, arrange, and reorganize the Government apparatus into multi-sectoral, multi-field ministries. Ministries and sectors with overlapping or similar functions or related parts can be reorganized.
"For example, there are suggestions to arrange the Transport sector with the Construction sector together, the Finance sector with the Investment Planning sector together... If the overall model is organized from the Central to the local level, the apparatus will be streamlined, reduce many common points and become much less cumbersome.
Initially, through monitoring information, I see that the Government has also given opinions on researching, building and arranging ministries in a multi-sectoral and multi-disciplinary direction. In the immediate future, we must gather the issues together to implement them appropriately" - Associate Professor, Dr. Ngo Thanh Can said.
According to Associate Professor Dr. Ngo Thanh Can, this work needs to be done resolutely and strongly, but also closely and scientifically to achieve the highest efficiency. Recently, the messages of General Secretary To Lam have shown a very high determination in arranging the apparatus, making it lean, compact, strong, effective, efficient and effective.
