Contributing to consolidating solidarity within the Party and the people's trust
On the afternoon of August 27, at the Party Central Committee Headquarters, General Secretary and President To Lam chaired a working session with the Central Organization Committee and relevant agencies to give opinions on the Preliminary Review of the implementation of Conclusion No. 21-KL/TW, dated October 25, 2021 of the 13th Party Central Committee; on the Project to strengthen and build a clean and comprehensively strong Party and political system, meeting the development requirements of the country in the new era, according to VNA.
Concluding at the working session, assessing the 5 years of implementing Conclusion No. 21-KL/TW and 15 years of building and rectifying the Party, General Secretary and President To Lam affirmed that the results achieved are very important and of long-term significance.
The policies are implemented persistently, drastically, synchronously, strengthening discipline, order and responsibility. The work of preventing and combating corruption, wastefulness, and negativity is carried out strongly, without forbidden zones, without exceptions; many complex cases are handled strictly; the organizational structure is arranged with high determination; personnel work, inspection, supervision, and building grassroots Party organizations have progressed. These results contribute to consolidating solidarity within the Party and the people's trust.

The General Secretary and President requested that the correct assessment of achievements must go hand in hand with a straight look at limitations; it is necessary to unify: building and rectifying the Party is a regular task of each Party committee, Party organization, cadre, and Party member, first of all the head; the advisory body cannot replace the Party committee.
Building" and "fighting" must be synchronized, but prevention, self-inspection, and early repair are fundamental. Authority must be linked to responsibility; inspection must lead to remedy; handling cases must simultaneously correct loopholes in the mechanism. Leadership quality, development efficiency, and people's trust are the most important measures.
Creating substantive changes in self-repair capacity and quality of policy decisions
Regarding the new Project and draft Resolution, General Secretary and President To Lam emphasized that it is necessary to clearly define the new value, scope and relationship of the Resolution with current documents. The consideration of issuing a new Resolution is not to have an additional layer of documents, let alone to replace old documents by the deadline.
The goal is to create a new step in development in leadership capacity, ruling power, combat strength and self-innovation, self-rectification, and self-improvement of the Party. It is necessary to clearly answer what issues the Resolution solves that current documents have not fully resolved, what mechanisms create changes, and what results can be verified.
The viewpoints of the Resolution need to be condensed, clearly showing the relationship between steadfastness and innovation; "build" and "oppose"; building the Party and improving leadership capacity for development; controlling power and encouraging creativity; the leadership of the Party and relying on the people.
The goal to 2030, vision to 2045 must be directed towards substantive changes in self-repair capacity, quality of policy decisions, operational efficiency, staff and relationships with the people.
Identifying breakthroughs and groups of tasks and solutions, the General Secretary and President requested to rearrange so as not to form a breakthrough system in parallel with the 3 breakthroughs in Party building of the XIV Congress; shift the focus from "placing more breakthroughs" to "establishing a mechanism to concretize the breakthroughs of the Congress".
The group of tasks and solutions needs to be arranged according to a unified logic, directly serving key mechanisms; do not include in the Resolution requirements that are correct but general, do not identify subjects or cannot be checked.
The General Secretary and President noted that the implementation plan must be prepared simultaneously with the Resolution. Each task must clearly state the focal points, authority, resources, deadlines, products, and methods of confirming results; if it is slow or not achieved, it must be explained and clarified responsibilities. The new pilot mechanism has control, clearly defining the scope, time, and evaluation criteria. Inspection focuses on substantive changes, not mainly counting conferences, documents, procedures, and dossiers.
Along with data, it is necessary to assess the quality of policy decisions, problem-solving capacity, self-repair capacity and people's trust.
