Elevating theoretical research, summarizing practice, and strategic consulting
On the afternoon of August 20, in Hanoi, General Secretary and President To Lam and the Central Working Delegation visited and worked with key leaders of the Ho Chi Minh National Academy of Politics, according to VNA.
Attending the working session were members of the Politburo, Secretaries of the Party Central Committee: Head of the Central Organization Commission Nguyen Duy Ngoc; Chairman of the Central Inspection Committee Tran Sy Thanh; Head of the Central Propaganda and Training Commission Trinh Van Quyet; Head of the Central Internal Affairs Commission Le Minh Tri; Head of the Central Policy and Strategy Commission Nguyen Thanh Nghi; General Nguyen Trong Nghia, Head of the General Department of Politics of the Vietnam People's Army.
Also attending were Politburo members: Director of the Ho Chi Minh National Academy of Politics Doan Minh Huan; Secretary of the Hanoi Party Committee Tran Duc Thang. Also attending were Prof. Dr. Nguyen Xuan Thang, Politburo member of the XIII term, Chairman of the Central Theoretical Council.
After listening to the report, the opinions spoke frankly, enthusiastically, with depth of theory and closely following reality, General Secretary and President To Lam acknowledged and praised the efforts and important contributions of the Ho Chi Minh National Academy of Politics, the Central Theoretical Council, affiliated institutes and the system of political schools nationwide in the past time.
General Secretary and President emphasized that the Academy must fully and synchronously implement and increasingly improve the quality of assigned functions and tasks; be worthy of being a Central Party School, a national center for training and fostering leading and managerial cadres; research political theory, leadership science, administrative management, state management and public administration. Each field must create products with theoretical and practical value, directly serving Party building, building the political system and the contingent of cadres; organizing the implementation of guidelines, policies, and policies.
The General Secretary and President requested to synchronously innovate operating methods, create clear changes in quality and efficiency; it is necessary to raise the level of theoretical research, summarize practice, strategic advice and protect the Party's ideological foundation. Do not let practice go too far and then theory summarize; the issue has become a bottleneck before there is a policy to follow.
General Secretary and President To Lam clearly stated that scientifically organizing the Summary of 100 years of the Party leading the Vietnamese revolution, 40 years of implementing the 1991 Platform is a special program for the 2026-2030 period. Each task needs to create an academic product system: policy recommendations, data, situations, learning materials; taking novelty, accuracy, timeliness, persuasiveness and the level of use as a measure.
Bringing real problems, difficult situations into the classroom
General Secretary and President emphasized that it is necessary to fundamentally and comprehensively innovate training and fostering in the direction of developing products and cadre capacity. Switching from "knowing theory" to "understanding correctly, firmly believing, creatively applying, and acting responsibly"; taking theory as the foundation, political bravery as the core, organizational capacity as direct requirements, ethics and integrity as standards, and the interests of the people as a measure.
The Academy builds a capacity framework according to leadership level, group of titles, and job positions. Bringing real problems, difficult situations, conflicts of interest and decisive pressures into the classroom to be resolved by situations, by practical solutions.
General Secretary and President noted, reorganize operating methods to unify knowledge, policies, training and practice. Build a team on par with tasks, build a typical and exemplary Party Committee and Party school culture. Innovate selection, evaluation, use, and treatment according to qualities, capacity and products, impact; not average, not just based on academic titles and degrees.
In addition, it is necessary to create breakthroughs in data, digital transformation, artificial intelligence (AI) and governance. Digital transformation must redesign governance, research, and learning on a unified data architecture; data must be "right, sufficient, clean, alive", with origin, responsible subjects, authorized and protected.
General Secretary and President clearly stated that caring for building the Academy is caring for the root work of the Party, for thinking capacity, leadership capacity and quality of cadres. The Academy must be a place where new problems are detected early, difficult problems are researched to the end, practice is elevated to theory, theory turns into action; a place where each cadre when leaving the Party school must be more steadfast in bravery, brighter in theoretical thinking, higher in responsibility, working more effectively for the Party, for the country, for the people.
