On the morning of September 21, in Hanoi, the Ministry of Justice organized a national-level scientific conference "SOLUTIONS to create breakthroughs to improve the efficiency of law enforcement organization and promote the building of a culture of law compliance".
Speaking at the workshop, Member of the Party Central Committee, Deputy Prime Minister Le Tien Chau stated clearly that Resolution No. 66 of the Politburo has clearly identified the requirements: creating breakthroughs in law enforcement; ensuring that the law is implemented in a fair, strict, consistent, timely, effective and efficient manner; closely linking law-making and law enforcement.
In the past time, with the direction and involvement of the entire political system, the work of building and organizing law enforcement has achieved many important results, removing institutional obstacles to unlock resources for development. However, it is also frankly acknowledged that the work of organizing law enforcement still has many bottlenecks and limitations.
Therefore, the requirement set in the current period is not only to enforce the law correctly, but also to move towards proactively organizing law enforcement in a professional, stable and flexible manner with reality.
The Deputy Prime Minister requested the Workshop to focus on clarifying a number of orientations to fundamentally innovate the organization of law enforcement.
In which, to improve the efficiency of law enforcement organization, first of all, it is necessary to improve the quality of legal regulations. Ensure that each policy and each regulation when promulgated must have clear objectives, have practical and feasible grounds and have sufficient conditions to organize implementation.
It is necessary to establish a unified mechanism to receive, classify, process and monitor to the end the reflections and recommendations of people, businesses and directly implementing agencies; ensure clear authority, clear handling agency, clear responsibility, clear deadlines and clear results.
Strongly shift from requiring people and businesses to comply to creating an environment to make it easier to do right, want to do right and form the habit of consciously complying with the law.
Research and develop mechanisms, criteria and sets of indicators to evaluate the organization of law enforcement in an objective, substantive, measurable and verified manner; overcome the situation of assessment mainly through reports and statistics of state agencies.
In which, people, businesses and directly affected subjects must participate in substantive assessment. The building agency and the enforcement agency are responsible for explaining issues under their responsibility.
