The Secretariat's conclusion clearly stated the highest focus on the task of searching, repatriating and identifying martyrs' remains.

On behalf of the Secretariat, Politburo Member, Standing Secretary of the Secretariat Tran Cam Tu signed and issued Conclusion No. 57-KL/TW dated June 24, 2026 on organizing activities towards the 80th Anniversary of War Invalids and Martyrs' Day (July 27, 1947 - July 27, 2027).

Conclusion No. 57-KL/TW clearly states: At the meeting on June 23, 2026, considering Submission No. 76-TTr/DU, dated June 15, 2026 of the Government Party Committee on organizing activities towards the 80th Anniversary of War Invalids and Martyrs' Day (July 27, 1947 - July 27, 2027), the Secretariat concluded as follows:

Basically agreeing with the Submission, the Project to organize activities towards the 80th Anniversary of War Invalids and Martyrs' Day. In which, it is necessary to focus on leading and directing some of the following tasks:

Effectively implement propaganda to highlight the political, historical, and humanistic significance on the occasion of the 80th Anniversary of War Invalids and Martyrs' Day (July 27, 1947 - July 27, 2027), continue to promote the overall strength of the political system and the whole society, educate the tradition of patriotism and revolution, especially for the young generation, promote the spirit of "When drinking water, remember the source", "Gratitude" to become sustainable and responsible values in social life. Thereby, consolidating the people's belief in the Party and State, arousing the will and aspiration to contribute to building a rich, strong, prosperous, civilized, and happy country in the new era.

Focusing maximally on the task of searching, repatriating and identifying martyrs' remains; promoting the application of science, technology, digital transformation, DNA testing; soon completing the construction of a synchronous database on people with meritorious services and martyrs, identifying this as one of the important tasks towards the 80th Anniversary of War Invalids and Martyrs' Day.

Promptly complete the amendment and supplementation of the Ordinance on preferential treatment for people with meritorious services in July 2026, ensuring close adherence to the Party's guidelines and orientations and practical requirements in the new situation; and at the same time thoroughly resolve backlog subjects left by history and different perceptions.

Thoroughly review programs, prioritize investment projects to repair and upgrade the facilities of centers for nurturing people with meritorious services and some national-level martyrs' cemeteries, ensuring practicality, efficiency, avoiding spreading and formalism; focus on allocating more resources to adjust preferential policies for people with meritorious services from July 1, 2026 and periodically according to the state budget capacity, contributing practically to improving the quality of care and nurturing of people with meritorious services and relatives of people with meritorious services; take the results of care for people with meritorious services as a real measure of commemorative activities; prioritize resources to solve urgent issues today, especially housing, life, and health care for people with meritorious services.

Party committees and authorities at all levels determine that this is a regular task, taking good care of the material and spiritual life of people with meritorious services, clearly showing the concern of the Party and State, not waiting until July 27 every year to organize implementation.

Assign the Government Party Committee to lead and direct the full reception of the opinions of the Secretariat, reasonable opinions of agencies, urgently complete the Project and have a plan for implementation, ensuring practicality and efficiency.
