Over the past five years, the world and regional situation has developed rapidly and complexly. Strategic competition between major countries; conflicts, wars, and arms races have erupted, seriously threatening global peace and security. Science and technology have developed strongly, creating breakthroughs in various fields; new strategic spaces, forms, and methods of war have emerged.
Domestically, hostile and reactionary forces are strengthening the sabotage of our country's revolution. Non-traditional security challenges such as the COVID-19 pandemic; natural disasters, storms, floods, landslides, and climate change are becoming increasingly harsh, causing serious consequences.
In that context, our Party and State have implemented many historical guidelines and policies and achieved many great achievements. The revolution in streamlining the organizational structure of the political system along with strategic solutions to create new development space, including the military and defense sectors. The guidelines for building a revolutionary, regular, elite, and gradually modern People's Army in the spirit of the 13th Congress Resolution have been implemented synchronously, drastically, and effectively. The Army maintains and promotes its good nature, heroic national tradition, solidarity, proactiveness, creativity, strives to overcome difficulties and challenges, comprehensively completes tasks, many tasks are excellently completed, leaving outstanding marks:
First, firmly protect the independence, territorial sovereignty, position, and international prestige of the country to be enhanced, maintain a peaceful and stable environment to build and develop the country. Have advised and proposed to the Central Executive Committee, the Politburo, and the Secretariat to issue resolutions, strategies, and important conclusions on military and defense, meeting the requirements of the task of protecting the Fatherland both in the short and long term.
Second, the national defense of the entire people, the national defense posture of the entire people associated with the people's security, the people's security posture, the defense of military regions, and the defense area are concerned with investing in construction and strengthening. The awareness and responsibility of the entire political system and the entire people for the task of protecting the Fatherland are enhanced. The national defense arrangement is adjusted to suit the socio-economic development strategy, new administrative boundaries and the organization of local government at 2 levels. Third, focus on investing in building a revolutionary, regular, elite, and gradually modern People's Army, some branches, armed forces, and forces moving straight to modernity; basically completing the adjustment of the army organization "sharp, compact, and strong", to date, the entire army has adjusted over 5,000 organizations; prioritizing troop numbers for units performing combat-ready tasks, border lines, sea and islands. Improving the quality of education and training; building high-quality human resources; making strong breakthroughs in science and technology, innovation, and creativity. Building and developing a modern, dual-use defense industry, some contents have breakthroughs, reaching the finish line early, mastering some basic technologies, core technologies; successfully producing and manufacturing many types of modern and strategic weapons and technical equipment, and some types of specialized fuels, dual-use products, high technology, making positive contributions to strengthening national defense and security potential and the cause of industrialization and modernization of the country. Building a revolutionary, regular, elite, and modern People's Army, as the core of building a strong and modern all-people national defense, associated with people's security and a solid "people's heart formation" is an inevitable need, building a steadfast country in the new era. To successfully implement the above policy, it is necessary to focus on drastically effectively implementing a number of key contents below.
First of all, resolutely build a politically strong Army, closely associated with the people; maintain and strengthen the absolute and direct leadership of the Party in all aspects, the centralized and unified management and administration of the State. Take care to build a clean, strong, exemplary, and typical Army Party Committee with high combat strength, leadership capacity and effective organization of Party guidelines and policies, State policies and laws with breakthrough policies to attract and value talents, invest resources, build smart and modern military schools; strengthen cooperation in training and fostering cadres both domestically and internationally; pay attention to improving the level of science and technology.
Second, continue to organize "sharp, compact, strong", ensuring a synchronous and reasonable organizational structure of the Army. Completing regulations and rules on functions, tasks and leadership, management, command, and administration mechanisms. Improving the quality of training, education and training; training to master weapons and equipment, especially modern weapons and equipment; the quality of types of exercises close to the requirements of firmly protecting the Fatherland from all tactics and war formations. Third, continue to invest in the development of self-reliant, self-reliant, self-strengthening, dual-use, modern defense industry; research, design, manufacture, produce, improve, and modernize types of weapons and technical equipment of strategic significance to meet the requirements of modernization and enhance the combat strength of the Army.
Fourth, promote international integration and defense foreign affairs, strengthen exchanges, training, bilateral and multilateral exercises, especially non-traditional security prevention exercises. Take advantage of cooperation in technology transfer and advanced resources to build a modern Army, contributing to maintaining a peaceful and stable environment to build and develop the country, implementing the motto of protecting the Fatherland from early and far.
Fifth, continue to promote the core role of the Army in building a strong and modern people's national defense, associated with building a solid people's hearts and minds posture. Closely and effectively combine national defense and security with economic, cultural and social development and foreign affairs. Promote the role of delegations, army corps, national defense economic zones and border guards in propagating and mobilizing people to actively participate in building a people's national defense, people's security, and a solid defense area in each area, in each strategic direction of the Fatherland.
