At the ceremony, authorized by the Minister of Public Security, Colonel Nguyen Van Trai - Director of Tay Ninh Provincial Police - presented the decision to promote the rank from Lieutenant Colonel to Colonel to Mr. Le Van Thuan and Mr. Le Trung Ai, both Deputy Directors of Tay Ninh Provincial Police.
