Inspectors point out the use of public land and houses for business not in accordance with regulations at the Ministry of Home Affairs

The Government Inspectorate clearly stated the current status of management, use, and exploitation of some housing and land facilities at the Ministry of Home Affairs.

On August 4, the Government Inspectorate publicly announced Notice No. 2705/TB-TTCP announcing the conclusion of the specialized inspection of redundant houses and land after arrangement at the Ministry of Home Affairs.

The notice states that for redundant houses and land after the time of arranging the organizational structure:

1 establishment leaving the entire house and land vacant, unused for more than 12 months:

House and land facilities managed and used by the Office of the Ministry of Home Affairs at No. 89 Nguyen Van Thu, Tan Dinh ward, Ho Chi Minh City are vacant and unused from March 14, 2025 to April 30, 2026, the vacant period is nearly 14 months.

By June 25, 2026, the Ministry of Home Affairs issued Decision No. 700/QD-BNV transferring it to localities for management.

4 establishments leaving all or part of their houses and land vacant for less than 12 months, including:

2 establishments leaving all houses and land vacant: (i) Houses and land managed and used by the Office of the Ministry of Home Affairs at No. 4 Nguyen Lo Trach, Hoa Cuong ward, Da Nang city are vacant, not used from September 16, 2025 to April 30, 2026, the vacant period is nearly 8 months.

(ii) Houses and land managed and used by the Central Emulation and Commendation Committee at No. 28 Truong Quoc Dung, Phu Nhuan ward, Ho Chi Minh City are vacant and not used from August 4, 2025 to April 30, 2026, the vacant period is nearly 9 months.

1 facility leaving a vacant part of the house and land: The house and land facility at No. 2 Nha Tho, Hac Thanh ward, Thanh Hoa province is vacant, not using a part of the land area and 2/3 of the level 4 row of houses on the above-mentioned land area from March 1, 2026 to April 30, 2026, the vacant time is 2 months.

1 facility leaving a part of the house vacant: The house and land facility managed and used by the Office of the Ministry of Home Affairs at No. 12 Ngo Quyen, Hoan Kiem ward, Hanoi City left vacant on the 2nd, 3rd, 4th, 5th, 6th floors of building F from January 1, 2026 to April 30, 2026, the vacant period is 4 months. On June 24, 2026, the Hanoi City People's Committee issued a document requesting the Ministry of Home Affairs to transfer it to Hanoi City for management and handling according to regulations.

The implementation of legal regulations in leasing, lending, joint ventures, associations, and business cooperation:

House and land facility at 168 Hai Ba Trung, Tan Dinh ward, Ho Chi Minh City: Guest house for people with meritorious services doing business according to functions and tasks; in which, providing additional services to other subjects (in addition to subjects who are people with meritorious services). However, from December 18, 2018 to March 26, 2026, the Guest House has carried out business with other subjects when there was no Project on using public assets for business purposes approved by the old Ministry of Labor, Invalids and Social Affairs (later the Ministry of Home Affairs), which is not in accordance with regulations.

Failure to declare and pay land rent for the use of public houses and land for business purposes or for lease is not in accordance with regulations.

House and land facility at No. 02 Tram Street, Long Bien Ward, Hanoi City: There are 2 locations for private lease and borrow, but in the process of leasing and borrowing, the land was used improperly. The National Archives of Electronic Documents and Backup Documents has terminated the lease from December 31, 2025 and restored the location to its original state.

The Government Inspectorate has proposed to the Ministry of Home Affairs to review all activities of using public assets for business and providing services for subjects outside the category of people with meritorious services of the Guest House for People with Meritorious Services under the Office of the Ministry of Home Affairs during the time when the Project on using public assets for business purposes has not been approved by competent authorities; coordinate with tax authorities and relevant agencies to fully determine revenue, legal expenses, arising financial obligations, amounts to be paid to the state budget; fully declare and pay to the state budget the amounts to be paid to the state budget, land rent and other financial obligations (if arising) as prescribed.
