The General Secretary and President requested strict handling of harassment, information leakage, falsifying inspection dossiers, and illegal interference in inspection activities.

According to VNA, on July 27, at the Party Central Committee Headquarters, General Secretary and President To Lam chaired a working session with the Standing Committee of the Party Committee and leaders of the Government Inspectorate on two issues:

(1) Assess the organization and operation of the sector after more than a year of arrangement, clearly pointing out bottlenecks in institutions, apparatus, operating methods and the effectiveness of conclusion implementation.

(2) Giving opinions to improve the Project "Strengthening the Party's leadership over inspection work, meeting the requirements of preventing and combating corruption, wastefulness, and negativity in the current period".

After listening to the report and speeches, the General Secretary and President emphasized 6 viewpoints:

First, ensuring the direct and comprehensive leadership of the Party; supremacy of the Constitution and laws; strict control of power. Inspectors must be in accordance with their functions, authority, order, and procedures; objective, fair, and independent in evaluation, conclusion, and responsible for the results. Wherever decentralization and delegation of power leads, accountability, inspection, examination, and control mechanisms must follow.

Second, place national and ethnic interests, the interests of the People, discipline, order and development as the highest goals. Inspectors must contribute to purifying the apparatus, improving management efficiency, using resources effectively, creating a transparent environment for development. Strictly handle corruption, wastefulness, and negativity while protecting those who do right and dare to innovate for the common good.

Third, strongly shift to prevention, warning, and risk control from early, remote, and from the grassroots level. Inspectors must focus on areas, areas, and management stages with high risks, abnormal signs, or those of public concern.

Fourth, take the results of rectification after inspection and changes in management as a measure. All recommendations must be clear about work, clear about people, clear about responsibilities, clear about authority, clear about deadlines and clear about results.

Fifth, the organizational structure and authority of the sector must be synchronized with the political system and local government at 2 levels; streamlined, concentrated, unified, professional, smooth but not far from the grassroots level.

Sixth, build an honest, brave, professional, and modern Inspection sector; control power in inspection activities. The Inspection sector must be a model of discipline, integrity, and public service responsibility.

At the same time, requesting the Inspectorate sector to focus on immediately implementing the following 7 key tasks:

First, rectify the development of plans and organize inspections. Each inspection must clearly state the objectives, scope, progress, products, and responsibilities. Review and compare the inspection plan with the inspection plan of the Party, the State Audit Office, and specialized inspections to avoid duplication and overlap, and at the same time not to miss areas and locations with potential risks.

Second, shorten the time and improve the quality of inspection conclusions. Inspection conclusions must be based on sufficient evidence, clear actions, causes, consequences, responsibilities, measures, and deadlines. Appraisal of draft conclusions must be substantive but not multi-layered, and not obscure the responsibility of the person making the conclusion.

Third, focus on handling backlog conclusions and recommendations. Build a common monitoring system, and report periodically.

Fourth, improve the effectiveness of handling responsibilities and coordinating with law enforcement agencies; direct responsibility, management, heads, and each period must be defined; handle proportionally to the consequences. Transfer, receive, supplement, and respond to dossiers must have clear focal points and deadlines.

Fifth, create changes in receiving citizens and resolving complaints and denunciations. The head must receive citizens, dialogue, and resolve from the source; do not circulate petitions.

Sixth, strictly implement Decree No. 164/2026/ND-CP, accelerate the digital data platform including 6 databases, including 4 national databases. Data must be correct, sufficient, clean, live, unified, and shared; clearly define the responsibility for creating, updating, exploiting, and protecting.

Seventh, tighten discipline, order and control of internal power. Strengthen supervision of inspection teams, control conflicts of interest, use of information and data. Strictly handle harassment, self-interest, information leakage, falsifying inspection files, illegal interference in inspection activities.
