On July 22, at the Workshop "Unlocking capital sources for a sustainable real estate market" organized by Thanh Tra Newspaper, Dr. Tran Dang Vinh - Director of the Legal Department (Government Inspectorate) just had some exchanges at the policy dialogue session with the theme "Creating institutions - Orienting capital flows - Strengthening market confidence".
The discussions focused on contents related to perfecting the legal framework, credit management, removing bottlenecks in mechanisms and strengthening coordination between management agencies to build a transparent and stable investment environment.
Accordingly, before the question "what needs to be done to ensure inspection and supervision work both ensures legal discipline and helps projects that meet legal conditions to be implemented faster, thereby strengthening market confidence?", Mr. Tran Dang Vinh said that confidence needs to originate from the law, transparent, clear, and convenient institutions to create conditions for people.
Over the past time, there has been a situation of legal violations, especially some projects have procedures that take years. Therefore, according to Mr. Vinh, it is necessary to comply with the law, from people to finance, to ensure that when entering any project, it must be implemented well.
In this way, we can proactively reduce costs, making it beneficial for the people, and not affecting the interests of the people for too high profits" - Mr. Vinh said.
Regarding the role of the inspection sector, Mr. Vinh said that inspection is not only to detect, prevent, and handle violations, but also to detect risks early, prevent, and prevent loopholes to avoid cases of accumulating small violations into large violations.
Many projects due to accumulated violations lead to increasingly serious violations, difficult to handle" - Mr. Vinh said.
The Director of the Legal Department (Government Inspectorate) shared the view that the current inspection work must assess obstacles, study appropriate handling plans, and in addition, there needs to be coordination with state agencies such as the Ministry of Finance, the Ministry of Construction... to come up with solutions.
Through the inspection's perspective, how to improve policies and laws, see whether issues of order, procedures, and methods are appropriate or not. To be even better, it is necessary to continue to improve. In that circle, inspection plays a very important role in building trust" - Mr. Tran Dang Vinh expressed his opinion.
Regarding difficult, stuck, and prolonged projects, the Government Inspectorate said that it has issued a thematic inspection plan and established a working group to direct, inspect, and guide ministries, branches, and localities. On June 30, the Government Inspectorate reported to the Prime Minister on the results of the thematic inspection.
In the first 6 months of 2026, the entire inspection sector has deployed 1,745 inspections, issued 1,122 inspection conclusions at 3,469 units.
Through inspection, management work has been rectified, institutions and legal policies in many fields have been improved; economic violations of 44,623.3 billion VND (an increase of 233.4% compared to the same period in 2025) and 4,824.6ha of land have been detected.
In which, it is proposed to recover 631.5 billion VND, 201.2ha of land to the state budget; proposed to amend, supplement, and abolish 38 documents on mechanisms, policies, and laws.
