The Government Inspectorate clearly pointed out violations in the management and use of houses and land in Phu Tho province.

On April 1st, the Government Inspectorate issued Document No. 885/TB-TTCP Announcing the Inspection Conclusion on preventing and combating waste in the management and use of houses and land of agencies, organizations, and state-owned enterprises managed in Phu Tho province.

According to the Notice, on state management of housing and land facilities:

As of June 30, 2025, the total number of unprocessed houses and land facilities is 641 facilities with a total land area of about 1.097 million m2, a total floor area of more than 206,000m2, posing a risk of wasting state resources for a long time, mainly with prime locations in administrative centers at all levels.

The approval of the plan to rearrange and handle housing and land facilities by the Provincial People's Committee is still slow, the time is prolonged (former Phu Tho from 2019-2022, Vinh Phuc from 2023-2024, Hoa Binh from 2018-2024), leading to many housing and land facilities no longer needing to be used, but by the time of inspection, they have not been promptly remedied, with the risk of loss and waste.

The failure to issue or issuance of regulations that are not clear and specific in the decentralization of inspection of the current status, and limited appraisal work, leads to some plans after being approved being difficult to implement, having to be adjusted many times, slowing down progress, prolonging time, reducing the efficiency of using and exploiting state resources, and posing a risk of loss and waste.

Inspection, examination, and supervision work has not been given due attention, and the handling of agencies, organizations, units and individuals involved in the slow preparation of dossiers proposing asset handling according to the approved plan has not been strict; the preservation of legal dossiers on house and land facilities has not been ensured; the issuance of land use right certificates and assets attached to land is delayed, causing difficulties for state management of public assets, and the risk of loss and waste.

Some houses and land facilities that are commune People's Committee headquarters, old educational, medical, and cultural facilities have not been protected, have not been allocated sufficient resources for maintenance and repair, left fallow, causing degradation, risk of loss and waste.

The above-mentioned acts are violations of the provisions of Clause 8, Article 45, Clause 3, Article 53 of the 2013 Law on Economic Practice and Waste Prevention. The responsibility belongs to the Provincial People's Committee, the Department of Finance and relevant agencies, organizations, units, and individuals (period from January 1, 2019 to July 1, 2025)" - The Government Inspectorate's Conclusion Notice clearly stated.

Phu Tho province belongs to the Midlands and Northern Mountains region (merged from 3 provinces Phu Tho, Vinh Phuc, Hoa Binh); natural area is 9,361km2, population in 2024 is 3,663,700 people, with 148 commune-level administrative units.

Before the merger (period from January 1, 2019 to June 30, 2025), the People's Committees of the old provinces issued 75 decisions approving plans to rearrange and handle 10,737 houses and land facilities. In which: Phu Tho (old) is 31 decisions with 5,779 facilities; Vinh Phuc is 2 decisions with 1,466 facilities; Hoa Binh is 42 decisions with 4,192 facilities.
